Introduction

The Department of Health Services (DHS) , Division of Medicaid Services (DMS) is recruiting for a Program and Policy Analyst in the Bureau of Benefits Policy (BBP) Section. BBP develops and implements coverage and reimbursement policies for benefits included under the Wisconsin Medicaid and BadgerCare Plus programs.

This position offers the option to work remotely up to 5 days per week and is headquartered in the 1 W. Wilson Street office in downtown Madison. This schedule may vary based on training or operational need.

Position Summary

As the Program and Policy Analyst, you will be assigned responsibility to a specific benefit area, such as vision, physician, or dental benefits. You will be responsible for both the ongoing management and the long-term development of assigned benefit areas. Responsibilities include:
  • Drafting communications to healthcare providers to announce policy changes
  • Working with technical staff to ensure accurate payment of healthcare providers
  • Meeting with provider associations on behalf of the Department
  • Researching and responding to coverage and reimbursement questions from external partners
  • Analyzing proposed changes to coverage and reimbursement policies
  • Developing alternative health care delivery models
  • Proposing budget initiatives to improve the cost-effectiveness and quality of assigned benefit areas

Salary Information

The starting pay is between $36.50 and $39.00 per hour (approximately between $75,900 and $81,100 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Program and Policy Analyst Advanced and is in pay schedule and range 07/03.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that do allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:
  • Experience with formal policy development and implementation.
  • Experience interpreting and applying federal or state laws, mandates, or regulations.
  • Experience working on diverse teams composed of legal, technical, or clinical staff.
Well-qualified applicants will also have one or more of the following:
  • Experience with Medicaid policies or other health care payer policies.
  • Experience leading and planning large initiatives or projects for Medicaid programs.
  • Experience collaborating with members of Wisconsin's health care industry (e.g., health care providers, provider associations, Medicaid members, or other public officials) on policy issues.
