Job Description

Purpose:
Under general supervision of the Chair of the department, is responsible for the overall efficient operations and safe patient care in the department of Medicine, including its divisions, at South Brooklyn health. The Department Administrator actively participates in ensuring the departmental priorities are aligned with the organization's strategy and is responsible for successful implementation of goals. This includes but is not limited to timeliness of care, patient throughput, quality, safety and process improvements, financial management and optimization and programmatic growth.

Specific Duties and Responsibilities:
• Supports the Chairperson and Division Chiefs, overseeing all administrative aspects of the department
• Develops, updates and implements policies and procedures for the department
• Determines the qualifications and competence of departmental personnel who are not licensed independent practitioners
• Develops and implements workflows for efficient departmental operations
• Conducts strategic analysis of data, including confidential data, to inform policy and procedures for the department
• Responsible for sound financial planning and budgetary management, including but not limited to efficient staffing, overtime management, OTPS and capital budgets.
• Implements strategic vision for the department in alignment with facility's vision. Adheres to the mission and vision of the health care system in all endeavors
• Ensures compliance with governmental agency requirements and organizational accreditation standards
• Human resource management, including recruitment, scheduling, orientation, talent management and continuing education of all technical and managerial staff
• Represents administration on assigned committees and projects
• Participates in departmental QI projects, performance improvement, patient experience and other facility and departmentally-based improvement initiatives
• Promotes a positive and pleasant attitude conducive to the workplace which enhances and furthers the mission and vision of the health care system
• Enhances personal and professional development through attendance at internal and external training sessions
• Exhibits flexibility within the organization, as it pertains to work assignment, work place, site designation, and tour of duty
• Ensures that policies and procedures are developed, implemented, reviewed and updated, ensuring compliances with all applicable laws, rules, and regulations, including JCAHO standards, CMS Conditions of Participation and Department of Health requirements
• Coordinates and monitors ongoing Quality Assurance Program, collecting and analyzing data for reporting to Chairman, staff, Administration, appropriate Hospital committees, regulatory agencies, etc.
• Supervises appointment/reappointment process of physicians and allied health professionals; actively participate in same as well as in more detailed/delicate professional staff issues.
• Participates in Department reviews by JCAHO, IPRO, ACGME, ABIM, and other mandated reviews.
• Serves as liaison between Committee of Interns & Residents, their House staff representatives and South Brooklyn Health managing appeals to the CIR Patient Care Trust Fund and all purchase orders, correspondence and associated tasks
• Provides oversight for medical educational activities including but not limited to supervising residency and fellowship coordinators, medical student coordinators, ensuring house-staff engagement and satisfaction and overall compliance with RRC and ACGME requirements. Serves as liaison for SUNY Downstate medical students and coordinates student rotations
• Performs other duties, as assigned

Minimum Qualifications
1. A Masters Degree with a specialization in Hospital Administration, Health Care Administration, Administrative Medicine or in Public Health when conferred for a program in Hospital Administration from an accredited college or university; and,
2. Six years of high-level responsible experience in Hospital Administration, Business Administration, Public Administration or an equivalent field, or as an Assistant to a Hospital Administrator in a position of direct responsibility for operations of a major part or all of a hospital, including substantial exposure in meeting community health needs; or,
3. An equivalent combination of training, education and experience in related fields and educational disciplines; and,
4. Thorough knowledge of the fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations, knowledge of business and human resources administration principles, management functions, management processes and functions of hospital departments, and ability to direct and supervise personnel.
