If so, the Secretary of State's Human Resources Bureau (HRB) is searching for a focused, committed, creative and passionate individual to join our Safety and Wellness Section (SWS) team. The ideal candidate will perform at a high level, contributing new ideas, navigating and influencing organizational/programmatic change, and have the diligence to guide personnel issues and ideas/changes towards resolution and fruition. The Secretary of State will consider the Staff Services Analyst classification for purposes of recruitment. The department will also consider a Training and Development (T&D) assignment for purposes of recruitment. Candidates that complete a successful T&D assignment may be transitioned into the formal classification without the need to re-compete for the position.

As a Human Resources Generalist, you would be a dynamic analyst: a liaison who handles a wide variety of responsibilities while expanding your knowledge through direct implementation of programs. HR work requires a thoughtful, open-minded critical thinker. Are you the ideal candidate?

Duties: Work with HRB peers to support in all facets of HR disciplines to perform process analysis, primarily focusing on SWS workflows and responsibilities, including Health and Safety and Equal Employment Opportunity. The incumbent is expected to exercise sound judgement and decision-making in performing all essential and marginal functions; employ and demonstrate general workforce competencies.

This position offers the unique opportunity to be involved in a wide range of HR tasks, including but not limited to:

Health and Safety Program
  • Program Support: The incumbent supports various programs including Health and Safety, Employee Assistance Program, and the SOS Wellness Program. Duties include a wide variety of consultative and analytical assignments ranging from evaluating, planning, and coordinating efforts to facilitate SWS services to all levels of staff. Responsibilities include facilitating meetings and trainings, conducting ergonomic evaluations, crafting agency wide communications, preparing recommendations, developing program procedures, coordinating emergency evacuations, and collecting data and other related work.
  • Enforcement of Safety Protocols: Health and Safety analysts also implement and enforce safety protocols in accordance with Federal, State, and local control agency guidance such as the Department of industrial Relations/Division of Occupational Health, Center for Disease Control and Prevention, California Department of Public Health, California Department of Human Resource, as well as Sacramento and Los Angeles County; to ensure all civil service laws and regulations as well as departmental policies are adhered to and properly documented.

  • Investigations: Independently conducts investigations into allegations of violation of the SOS Anti-Discrimination, Harassment, and Retaliation Prevention and Workplace Violence Prevention Policies as they relate to discriminatory, harassing, retaliatory, bullying, or violent acts/threats against or by SOS Employees. Stays actively current on applicable laws, rules, regulations, procedures, and best practices as well as any recent landmark court decisions and the implications for the SOS EEO program. Effectively manages all investigatory case work and consults with program managers and appropriate Human Resources Bureau staff to resolve complex and highly sensitive issues; prepares and writes meeting recaps and investigative complainant, respondent, and investigatory reports; determines if allegations violate SOS policies; may represent the SOS in related conferences, meetings, and court proceedings.
  • Reasonable Accommodation: Intakes and reviews Reasonable Accommodation requested and determines if the request meets the standards of a qualifying employee with a disability. Works closely with employees, and management teams to coordinate the interactive process for purposes of determining suitable Reasonable Accommodation. Advises managers/supervisors on next steps/expectations regarding employee limitations.
  • Limited Examination and Appointment Program (LEAP): Monitors candidate status and assists the supervisor with the Job Examination Period (JEP) evaluation, ensures all knowledge, skills, and position competencies have been assessed, and verifies the supervisor recommends approving appointment to the position for which the candidate is testing.
  • Worker's Compensation: Manages the Worker's Compensation caseload for the department; works with managers/supervisors and State Compensation Insurance Fund to ensure that the proper forms are complete and in compliance with mandated timelines; corresponds with the injured employee's medical provider to identify specific physical limitations and/or restrictions and cost control issues.
