Job Summary Department Purpose

The Hart Interdisciplinary Programs Cluster is within the College of Letters and Science on the UC Davis campus. The cluster provides administrative support for the following units: African American and African Studies Department, American Studies Departments, Asian American Studies Department, Chicana/o Studies Department, Native American Studies Department, and Gender, Sexuality, and Women's Studies Department.

The cluster also provides support to the C.N. Gorman Museum, the Cultural Studies Graduate Group, the Taller Arte del Nuevo Amanecer (TANA) community workshop and various research clusters.

Job Summary

Under general supervision, serve as financial analyst, compliance officer, and resource to the Chief Administrative Officer (CAO) and the Chairs/Directors for the Hart Interdisciplinary Programs (HIP). Conduct financial analyses and effort reporting and participate in financial planning for a variety of federal and state grants. Independently gather, manage, and analyze financial data from a variety of revenue streams, including state general funds, state and federal grants, private grants, gifts, and other funding sources. Monitor and maintain departmental, research and project accounts associated with the annual operating budget. Serve as departmental compliance expert in University Policy & Procedure for departmental business processes including financial and personnel procedures as they relate to intramural and extramural funding. Assist the CAO in long-range financial planning and forecasting and independently prepare financial summaries and ad hoc reports. Responsible for pre- and post-award processes, budget preparation, analysis and forecasting, and for control of complex budgets. Serve as account manager; responsible for reviewing personnel/payroll transactions; accounts payable; travel and entertainment; and team-directed work. Review staff personnel actions and perform as backup preparer for academic personnel actions for faculty. Perform transactions using university automated financial and accounting system. Supervise undergraduate student assistants.

  • Physical Demands: Sit for prolonged periods in front of a computer terminal and use of keyboard and mouse.
  • Lifting Requirements: Lift and move office materials weighing up to 30 lbs.
WORK ENVIRONMENT
  • Work occasional overtime including evenings and weekends to meet operational needs and deadlines. Limited leave during critical cluster deadlines and fiscal close.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:
  • Experience in financial analysis, forecasting and strategic planning to analyze quantitative aspects of fiscal and budgetary issues, and compile financial data and reports.
Minimum Knowledge, Skills, and Abilities (KSA):
  • Knowledge of federal, state, and private grant budgeting guidelines, financial reporting, cost sharing standards, cost allocation, and policies regarding the use of extramural funds.
  • Knowledge of procedures for administering sponsored projects including federal, state, and private grant budgetary restrictions covering research, personnel, purchasing and payroll.
  • Knowledge of generally accepted accounting principles, and accounting policies and procedures along with mathematical skills to calculate and analyze complex financial formulas.
  • Organizational skills to work with changing priorities and demanding workload, to manage and monitor multiple accounts simultaneously, and to meet multiple and variable priorities and
  • deadlines.
  • Critical thinking, analytical and problem-solving skills to identify problems, gather related information from diverse resources, analyze complex data, and develop clear and concise solutions to and resolve complex problems that may affect multiple organizations or functions.
PREFERRED QUALIFICATIONS

Preferred Education/Experience:
  • Experience using the variety of business application tools used at UC Davis such as DaFIS/KFS, PPS DS, PeopleAdmin, MyTravel, Aggie Buy, Online Time sheets, Cost Share Tracking, Effort Commitment, and Effort Reporting.
Preferred Knowledge, Skills, and Abilities (KSA):
  • Knowledge of UC Davis business management principles; budget control and accounting principles; budgeting process, management reports, accounting, personnel, payroll, and purchasing systems.
  • Knowledge of UC policies and procedures; contract and grant manuals, accounting manuals, development manuals; and Office of the President operating memos and guidance memos.
  • Knowledge of policies, procedures, and applicable laws relating to the maintenance of confidential and sensitive information.
  • Interpersonal and communication skills to effectively communicate and interact with the L&S Dean's Office, campus departments, Principal Investigators, and staff to ensure compliance with UCD policy and procedures.
