Position Information

TxDOT's Houston District is looking for a Permit Engineer located at our Houston District Headquarters reporting to the Permits Office Engineer Supervisor. We're looking for a wide range of experience in processing utility and driveway permits to join our exciting district permits team. You will have the opportunity to coordinate with utility companies, governmental representatives, and other public and private partners to ensure permits, utility, and contract compliance. Position Description

Permit Coordinator II

Reviews and processes utility permit requests received in a district office from public utility companies, common carriers and others placing facilities on public highway rights-of-way. Work requires extensive contact with private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Permit Coordinator III

Reviews and processes utility permit requests received in a district office from public utility companies, common carriers and others placing facilities on public highway rights-of-way. Work requires extensive contact with private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Permit Coordinator IV

Reviews, processes, and coordinates utility permit requests from public utility companies, common carriers and others placing facilities on public highway rights-of-way in a district office. Work requires extensive contact with private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

Permit Coordinator II

  • Prepares and reviews correspondence and reports, and monitors data related to permit activities and compliance.
  • Coordinates with the Department of Motor Vehicles on permit changes, local routing issues, and up-to-date roadway changes for the transport of oversize/overweight loads on Texas highways.
  • Consults with engineering, maintenance and right-of-way concerning compliance with the Utility Accommodation Policy (UAP).
  • Coordinates movement of extra-large loads with the Department of Motor Vehicles, maintenance, and other districts.
  • Maintains and updates district vertical clearance list.
  • Coordinates with local utility companies, engineering consultants and the general public regarding utility placements and monitors progress of installation requests.
  • Performs other job responsibilities as assigned.


Permit Coordinator III

Includes all essential duties listed for Permit Coordinator II as well as:

  • Consults with area engineer and maintenance supervisor on complex utility/driveway permit issues.
  • Reviews applications, accepts payments, and processes oversize/overweight permits, determines location of structures and construction procedures for minimum disruption of the roadway function in accordance with established procedures.
  • Reviews and processes utility permit requests, applications, agreements, and plans submitted to ensure compliance with the Utility Accommodation Policy (UAP) and other departmental requirements with emphasis on uniform application.
  • Reviews and processes driveway permits and other various highway permits.
  • Performs other job responsibilities as assigned.


Permit Coordinator IV

Includes all essential duties listed for Permit Coordinator II and III as well as:

  • May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members' career conversations; and approving leave requests to ensure operations coverage.
  • Conducts reviews of processed permits by other staff members to ensure accuracy and completeness in accordance with department guidelines.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Permit Coordinator II

Education: High School Grad or Equivalent in general high school duties.

Experience: 1 year of permit and/or, utility processing and/or coordination, or related administrative/clerical support experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

Valid driver's license: Valid driver's license. This position requires driving a state vehicle.

Permit Coordinator III

Education: High School Grad or Equivalent in general high school duties.

Experience: 2 years of permit and/or utility processing and/or coordination or related experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

Valid driver's license: Valid driver's license. This position requires driving a state vehicle.

Permit Coordinator IV

Education: High School Grad or Equivalent in general high school duties.

Experience: 3 years of permit and/or utility processing and/or coordination or related experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

Valid driver's license: Valid driver's license. This position requires driving a state vehicle.

Permit Coordinator IV

Includes all competencies for Permit Coordinator II and III as well as:

  • Extensive knowledge of:
    • Applicable laws, rules, and regulations
  • Expert skill in:
    • Reading and interpreting applicable plans, schematics, blueprints and maps
    • Prioritizing and organizing work assignments
    • Communicating technical information effectively
    • Training in a classroom, office, or field environment
    • Public relations for maintaining effective working relationships with individuals and groups, both internal and external


Physical Requirements and Working Conditions:

Permit Coordinator II, III, and IV

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
