Office of Fiscal and Monitoring Services

The Office of Fiscal and Monitoring Services (OFMS) Monitoring Services Division is responsible for providing risk management services for OFMS and ODJFS. The division manages risk through subrecipient and contractor monitoring. The division provides training, technical assistance, audit liaison services, and resolution services. The division provides oversight for counties, workforce local areas, state agencies, and others. Additionally, the division manages the County Finance Information System (CFIS). What You'll Do

This position will work with the OFMS Project Manager to create and maintain technical documentation on the different functions within the CFIS system. They will complete analysis of the CFIS financial data quarterly or as needed. The position will also work with internal and external stakeholders for audits, systems testing, and other teams or state departments as needed relating to BCFTA.

Primary Job Duties:

The position will coordinate with the OFMS Project Manager on the creation and maintenance of the technical documents for all CFIS modules including: CFIS Main, Client Level Tracking (CLT), Ledger Functions, the Ohio Means Jobs (OMJ) Kiosk and the Memorandum of Understanding (MOU) module

They will coordinate and be the point of contact for annual audit events with the Auditor of State (AOS) and the OBM Office of Internal Audit (OIA). They will meet with the external stakeholders to gather requested data and ensure that any required responses are given back in a timely manner.

Coordinate all CFIS testing among internal/external stakeholders

Work with vendor to ensure all new IT processes established in CFIS follows JFS business practices and controls

Work with the JFS OIS team to ensure that CFIS is up to IT Standards such as Disaster Recovery, Single Sign On, and any additional platforms that ODJFS or the State of Ohio may require

Provide support for other issues that effect CFIS in conjunction with OIS, OBM, and DAS

Prepare CCMEP and WIOA quarterly expenditure analysis and annual cost per client analysis

Analyze/audit CFIS expenditures as requested

Create other CFIS technical documents and analytical reports as needed

Potential Challenges of the Job:
  • Must be flexible and able to travel on short notice
  • Must be able to multitask projects and county visits while prioritizing the workload and customer needs
Necessary Skills:
  • Strong Communication skills for training and technical assistance for external and internal customers
  • Strong documentation skills to create effective CFIS training materials in a plain language format for non-fiscal & new CFIS system users
  • Analytical and ad-hoc problem solving skills
  • Experience in data analysis and auditing
Schedule: Monday - Friday, 8:00 AM - 4:30 PM in office with varying hours for travel. Occasional in-office hours will be required.

Travel: As the position evolves travel will become a minimum of 2 days per week. Travel covers all 88 counties.

Qualifications

The ideal candidate, at minimum, must have the following:

Option 1:

  • 60 mos. combined work experience in any combination of the following: creating and coordinating technical and business requirements for processes, projects and procedures, working with business users and technical staff to develop strategies and leading modification or creation of new systems for implementation of information technology solutions.


Or Option 2:

  • Completion of associate core program in computer science, information systems, or business administration and 42 mos. combined work experience in any combination of the following: creating and coordinating technical and business requirements for processes, projects and procedures, working with business users and technical staff to develop strategies and leading modification or creation of new systems for implementation of information technology solutions.


Or Option 3:

  • Completion of undergraduate core program in computer science, information systems, or business administration and 36 mos. combined work experience in any combination of the following: creating and coordinating technical and business requirements for processes, projects and procedures, working with business users and technical staff to develop strategies and leading modification or creation of new systems for implementation of information technology solutions.


Or Option 4:

  • Equivalent of minimum class qualifications for employment noted above.

Pay Information

T his position is in the State of Ohio's OCSEA/ AFSCME Pay Schedule, Pay Range 35. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $38.84 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
