About The Division

Join the Budget & Internal Accounting team as an Accountant! Work involves serving as the primary agency timekeeper and backup Agency Payroll Officer using the Time and Labor (TL) and Payroll Modules of the Centralized Accounting Payroll / Personnel System (CAPPS). Assists with all processing and related functions.

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

Accountant V: $6,000.00 - $6,500.00

Accountant VI: $7,083.33 - $7,583.83



Qualifications:

Minimum Qualifications

Accountant V:

• Bachelor's degree.

• 4 years of experience with state of Texas payroll and time/labor processing.

Accountant VI:

• Bachelor's degree.

• 6 years of experience with state of Texas payroll and time/labor processing.

Preferred Qualifications

Accountant V:

• Bachelor's degree in Accounting, Banking, Finance, Business, or a related field.

• 2 years of experience with CAPPS (Centralized Accounting and Payroll/Personnel System).

• Experience as an agency timekeeper.

• Experience working with PeopleSoft Human Resources/Payroll modules.

• Experience with Texas Human Resources Management Statutes (General Appropriations Act) relating to compensation, time and labor and benefits.

Accountant VI:

• Bachelor's degree in Accounting, Banking, Finance, Business or a related field.

• 4 years of experience with CAPPS (Centralized Accounting and Payroll/Personnel System).

• Experience as an agency timekeeper.

• Experience working with PeopleSoft Human Resources/Payroll modules.

• Experience with Texas Human Resources Management Statutes (General Appropriations Act) relating to compensation, time and labor and benefits.

Substitutions

• One additional year of experience performing state of Texas payroll and time/labor processing work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

SUMMARY OF PHYSICAL REQUIREMENTS

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.

In this role you will:

• Serves as a backup payroll officer.

• Maintains payroll processing controls, earnings, deductions, garnishments, voluntary deductions, terminations, W-4s, including in- and out-of-state taxes and associated monthly/quarterly returns, returned monies and payment cancellations.

• Executes all procedures and batch processes used to load, calculate, and submit employee payment data. Processes include loading time and labor, running pay sheet manager and pre-calculation processes, running defensive queries and reports, CPE main/reversal/replacement loads, running final pay calculations and pay confirmation, processing actuals distribution, creating and distribution of funding reports, creating payroll documents, and running SPRS outbound payroll files.

• Assists division time administrators and/or employees with functionality and procedural payroll questions/issues.

• Serves as the primary agency timekeeper.

• Manages and clears daily system exceptions.

• Assists division time administrators and/or employees with functionality and procedural questions/issues.

• Oversees monthly processing of timesheets, which includes ensuring timesheets are submitted in a timely manner, researching, calculating and correcting time balances, identifying and finding resolution for TL setup or calculation issues, entering timesheets on behalf of managers and/or employees, manually running time administration processes, closing payable time, enrolling employees into compensatory plans, setting up work schedules or schedule overrides, entering awarded agency time, entering donated sick hours, entering military hours, reconciling and inserting time entry for terminated employees, reconciling leave without pay hours, overseeing/preparing system for monthly overtime payroll, entering leave of absence (LOA) personnel action forms (PAFs), completing the fiscal year end leave conversion process and granting/refreshing system screens to update employee system access.

• May perform system updates and enter time on the behalf of a manager, time administrator or employee.

• Completes system onboarding of new hires, including maintaining prior state service verifications.

• Sets up and maintains direct deposits, maintains longevity and benefit replacement payments, maintains lump sum payments to eligible terminated employees, maintains monthly overtime payments, audits on and off cycle payrolls, distributes earning statements, mails monthly payroll deduction checks, creates, and distributes Internal Revenue Service 941 returns, W-2 forms and 1099-MISC forms.

• Sets up out of state tax accounts and assists with monthly filing and quarterly filing for out of state taxes.

• Implements all legislative changes related to payroll.

• Maintains section files in compliance with the state's records retention guidelines.

• Prepares records for storage at the State Library.

• Prepares special reports and projects.

• Performs other duties as assigned.
