About The Division

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. General Description

Join the Revenue Estimation Division as a Data Scientist II. Work involves services and assistance in the areas of bill analysis, funds consolidation, legal research, and the Comptroller Manual of Accounts for Comptroller executive management, program staff, oversight agencies, legislative staff and the general public Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.



Qualifications:

Minimum Qualifications 
  • Graduation from an accredited four-year college or university with a bachelor's degree in Accounting, Business Administration, Finance or related field.
  • Seven years of experience with the State of Texas budget process and the State of Texas accounting and reporting.
  • Seven years of experience with the Texas legislative process.
  • Five years of experience reviewing Texas legislation in order to determine its financial impact.


Preferred Qualifications

  • Five years of experience with the Uniform Statewide Accounting System (USAS) setting up and changing profiles, financial inquiry and error correction.


Substitutions

  • One additional year of experience in the State of Texas budget process and the State of Texas accounting and financial reporting may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).


Summary Of Physical Requirements

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone and client/customer contact. It requires the ability to bend, stoop, kneel, and reach as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. May involve moving up to 25lbs of office equipment/material on a limited basis. Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.

In this role you will have:

Knowledge of:

  • Texas state statutes, regulations, and legal opinions.
  • The Texas funds consolidation history and process.
  • Texas legislative process.
  • Comptroller Manual of Accounts.
  • Texas laws and regulations related to state budgeting process as well as state budgeting practices.
  • Working knowledge of the Uniform Statewide Accounting System.

  • Identifying, defining and solving problems.

  • Maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public.
