About The Division

Join the Contract Administration & Procurement division as a Grant Financial Analyst! Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve financial and regulatory problems. May supervise the work of others.

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination



Qualifications:

Minimum Qualifications

• Bachelor's degree.

• 3 years of experience in a grant-related field, 2 years of which are in a public sector grant role.

• Experience in grant program development, planning, management, monitoring and audit services.

• Experience with CAPPS (Centralized Accounting Payroll/Personnel Systems).

Preferred Qualifications

• 2 or more years of experience in a grant-related field with a Texas state agency.

Substitutions

• One additional year of experience performing supply chain management, grant or contract management/monitoring, or auditing work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

• Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) may substitute for one year of the required experience or thirty semester hours (one year) of educational requirement but may not substitute for both experience and education.

Licenses and Certifications

• Required Certifications: Certified Texas Contract Developer (CTCD).

• Preferred Certifications: Certified Texas Contract Manager (CTCM).

SUMMARY OF PHYSICAL REQUIREMENTS

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.

In this role you will:

• Provide administrative support for CPA agency grant programs from initiation to grant award, including grant monitoring, reimbursements review, and grant closeout.

• Coordinates interactions between CPA grant program divisions, Legal, Budget, ISO, and CAO relating to the acquisition and entry of key grant data and approvals for the planning, notice, program initiation, and award.

• Investigates and resolves grant issues as required.

• Provides for audit support as needed.

• Coordinates the development, analysis, and review of grant financial data, reimbursements, and applicable business, financial, and/or regulatory plans.

• Monitors legal and regulatory requirements related to CPA grant transactions.

• May provide quality control for grant management systems as needed.

• May ensure grant files contain required data and documentation to fulfil statutory requirements and are audit ready.

• May provide key grant management reports related to grant assignments, grant status, and grant issues.

• May perform other duties as assigned.
