ABOUT THE Division

General Description

We are looking for a Data Management Officer to lead our Cloud and Analytics team. Your primary mission will be to oversee the efficient and secure use of Comptroller data. As a visionary leader, you will champion best practices for data management and Agile application development to achieve exceptional results for our valued customers. Strong communication and collaboration skills will be necessary to guide leaders across the State of Texas and within the agency on data standards. You will manage a talented technical team with over 70 workers utilizing a variety of technologies in a fast-paced environment.

Work Hours

8 a.m. to 5 p.m., 40-hour work week, Monday through Friday. May occasionally work evenings, weekends or holidays. Hours may change based on business needs.

Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e., report to office 1 day/month, 3 days/week, etc.). Travel reimbursements are not provided for teleworking.



Qualifications:

Minimum Qualifications

• Bachelor's degree.

• Six (6) years' work experience in management positions.

• Six (6) years' work experience on large technology projects

• Experience with structure and unstructured data

• Experience communicating and presenting information directly to executive management.

Preferred Qualifications

• Bachelor's degree in Computer Science, Computer Information Systems, Data Analysis, or Management Information Systems.

• Experience with Comptroller Data and Systems

• Experience with creating data governance programs.

Substitutions

One (1) additional year of the full-time minimum experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).

In this role you will:

Management and Supervision: Supervises employees on the Cloud and Analytics area:

• Monitors work performance, conducts evaluations for staff, develops competencies, and resolves employee issues according to agency policy.

• Serves as a model, mentor and motivator to employees.

• Promotes the division mission and core values to Information Technology and your team.

• Demonstrates professional conduct and adherence to agency policies.

• Oversees personnel management activities of Cloud and Analytics including hiring staff, employee recognition and development, and disciplinary actions.

• Manages the professional development of personnel through activities such as classroom training, on-the-job training, job rotations, cross training and special assignments and projects.

Strategic Planning: Partners with the Chief Information Officer in the development of the vision, strategy and guidance for the direction of the agency, and promotes this throughout the Cloud and Analytics Area

• Establishes and maintains performance measures and communicates expectations to section managers.

• Closely monitors progress in meeting goals and key performance measures, develops and implements corrective action plans as required.

• Evaluates section operations to identify short, mid-, and long-term goals and objectives.

• Communicates and presents information directly with executive leadership regarding strategic initiatives.

• Leads agency efforts in planning, deploying, operating and maintaining information technology analytics, data warehouse and reporting software and solutions.

Data Management: Oversees the agency's data governance program. Works closely with all Comptroller divisions including the Information Security Office and Records Management to establish a strategic direction for managing the agency's data assets.

• Coordinates with the State's Chief Data Officer including the participation in the Data Management Advisory Committee for the State of Texas

• Ensures data assets are identified and managed. Establishes related processes and procedures supporting the agency's data assets, including any processes for posting public data on the Texas Open Data Portal

• Implements best practices for managing and securing data in accordance with state privacy laws and data privacy classifications.

• Ensures the agency 's records management programs apply to all types of data storage media.

• Increases awareness of and outreach for the agency 's records management programs within the agency

• Conducts data maturity assessments of the agency's data governance program to identify ways to improve the program.

Resource Management: Oversees the efficient and effective allocation of resources to projects and maintenance.

• Facilitates the process of forecasting resource requirements and availability and matching staff to appropriate projects in support of organizational goals and objectives.

• Plans and develops the budget for Cloud and Analytics. Assists the Chief Information Officer with prioritizing the budget requests for all areas of Information Technology.

• Plans and executes training and knowledge transfer programs to provide proper mix of technical and functional skill sets among division personnel.

• Proactively identifies and addresses project resource issues across the whole Information Technology division.

Technology Direction: Directs the architecture and strategy for reliable, scalable and secure technology solutions.

• Works closely with other Information Technology managers and CPA staff to develop innovative solutions that meet business needs with respect to functionality, performance, scalability, reliability, maintainability, security, realistic implementation schedules, system architecture and adherence to agency goals and principles.

• Research best practices and makes value-added recommendations to the Chief Information Officer.

• Provides direction in identifying objectives, establishing plans/milestones and success criteria, monitoring progress, managing issues and risks, and successfully delivering the desired results.

• Advises management on issues ranging from technical strategies and solutions to vendor technology integration.

• Translates IT system environment and services capabilities and limitations into terminology and concepts easily understood by agency executives and business units.

• Facilitates communication between staff, management, vendors and customers.

Continuous Process Improvement: Performs ongoing planning functions to meet performance targets and improve operations while following division and agency policy and procedure.

• Promotes a culture of continual process improvement and management by metrics.

• Delivers "on-time" and "within budget" solutions that satisfy internal and external customer requirements, provide superior customer experiences and reduce agency costs.

• Develops, refines and maintains processes and procedures.

• Performs the process owner role for Data Management and Governance

• Advises other process owners of improvement opportunities for their processes, and assists with implementing those improvements, as needed.
