ABOUT THE Division

The Human Resources Division supports the agency's strategic direction by assisting management in meeting staffing needs and managing people. This includes recruiting and hiring staff; on-boarding new hires; coordinating benefits; training and developing the workforce on HR topics; creating and implementing employee engagement initiatives; and facilitating separation. Human Resources' professionals are consultants and business partners; they advise managers and employees on workforce issues and help the agency achieve its business goals.

General description

Join the Human Resources as a HR Specialist. Work in a fast paced, multi-project environment with an emphasis on human resources operations and talent acquisition. Provides assistance implementing and administering a variety of services the State of Texas Comptroller of Public Accounts' Human Resources Office supports. Adheres to the highest standards of confidentiality regarding employee personnel information, data, concerns, and /or issues. The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. Work Hours:

Work hours are 8 a.m. to 5 p.m. and this position may be eligible for a flexible/hybrid work schedule if certain conditions are met with a hybrid office schedule of 3 days in office and 2 days telework, Monday through Friday, 40 hours. Occasional weekend and/or late-evening work may be required. Actual work hours may change based on business need.



Qualifications:

Minimum Qualifications

• Graduation from a senior high school or GED.

• Two (2) years of experience working performing a variety of office and/or administrative support work.

• Two (2) years of experience working in customer service.

• Experience using Word and Excel.

Preferred Qualifications

• Graduation from an accredited college or university with a degree in Human Resources, Business, or Psychology.

• Experience working in a Human Resources office providing administrative or technical assistance to staff.

• Experience working with the Centralized Accounting and Payroll/Personnel System (CAPPS).

• Experience using computer applications to include Access and/or SharePoint.

• Experience in one or more of the following: state purchasing, property, security coordinator and open records.

Substitutions

One additional year of full-time minimum experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).

LICENSES / CERTIFICATIONS

Preferred license in one of the following: PHR, SPHR, SHRM-CP or SHRM-SCP.

In this role you will:

Manages the day-to-day activities of the HR office

• Provides administrative and technical program assistance, answers phones, greets customers, opens, and sorts mail, and schedules appointments.

• Process name change request forms.

• Coordinates HR form revisions.

• Performs employment verification and mortgage verification.

• Provides technical customer assistance as needed and/or requested by applicants in person, by phone, via email, and/or other written inquiries.

• Serves as the additional Safety Officer for HR when in-office.

• Works collaboratively with internal customers to identify, research, troubleshoot, communicate, and resolve Performance Evaluation and Personnel Action Forms issues.

• Manages calendars, schedules, and coordinates travel arrangements.

• Updates and maintains the agency HR bulletin boards.

• Develops, coordinates, and maintains appropriate record-keeping and filing systems to ensure compliance with state and federal laws and regulations.

• Provides technical assistance in records maintenance, records retention, and agency policies and procedures relating to Human Resources records keeping and filing systems.

• Coordinates the administration of TTSTC credit checks. Provides instructions to applicants, submits requests to vendors, provides reports to management and results to the Talent Acquisition Specialist.

Assist with New Employee Orientation (NEO)

• Prepares and submits new hire paperwork to Payroll.

• Process I-9 and E-Verify for new hires.

• Provides backup for HR training to new hires during NEO.

Performs special projects and other duties as assigned. Including but not limited to:

• Serving as co-coordinator of the agency's annual State Employee Charitable Campaign (SECC) and wellness initiatives.

• Performs other related duties as assigned.

• Back-up to other operational support staff for purchasing, contracts, and travel.

• Digitizing of paper files to electronic format. Includes scanning, organizing, and entering data into an electronic system.

• Assisting with upload and management of updated agency policies in the Employee Handbook.

Manages the division's personnel records and files

• Maintains confidential records and files in accordance with standard records management procedures. Serves as HR liaison for records retention and coordinates terminated personnel files, hiring selection packets, and benefits records to send to the State Library following the agency records retention schedule.

• Serves as division liaison for personnel file room access and pulls files for HR management and Executive review.

Provides front desk coverage

• Answers phones, greets customers, opens, and sorts mail, and schedules appointments.

• Performs employment verification and mortgage verification.

• Provides technical customer assistance as needed and/or requested by applicants in person, by phone, via email and/or other written inquiries.

• Processes Name Change Request Forms.

Performs other duties as assigned including but not limited to serving as back-up to the HR Open Records Coordinator, Training Coordinator, Property Coordinator, Division Security Coordinator, and Purchasing Liaison.
