Job Description

PURPOSE OF POSITION:

Under the supervision of the Chief Executive Officer (CEO), the Director of Health Care Program Planning/Analysis will apply advanced level skill in leadership and management of high-priority strategic, transformational, or major/complex foundational and operational projects for Gotham Health. The Director of Health Care Program Planning/Analysis is responsible for coordination of the overall project portfolio and/or program of related work including all workstreams and related projects within the largest, most complex, highest risk, and highly sensitive initiatives. The Director of Health Care Program Planning/Analysis provides leadership without direct authority to teams across multiple departments. This individual also manages and facilitates cross-functional groups, and delegates to project managers and support staff to ensure timely completion of deliverables, as applicable.

The Director of Health Care Program Planning/Analysis prioritizes work within the project portfolio, manages project interdependencies, and works with oversight committees to remove barriers and ensure that overall goals are achieved. The Director of Health Care Program Planning/Analysis works autonomously to drive results, implement changes, and track the impacts of project work. The Director of Health Care Program Planning/Analysis possesses the ability to provide structure to highly complex, high risk, undefined work with significant interdependencies. The Director of Health Care Program Planning/Analysis is responsible for assembling project teams, identifying key stakeholders, managing program risks, and tracking action items, issues, and key decisions throughout the project lifecycle. The individual partners with the strategic leadership team, senior executives, operational leaders, and physicians to develop system roadmaps and programs to support organizational goals and resolve issues and barriers.

The Director of Health Care Program Planning/Analysis is responsible for supervising, coordinating and executing the management of multiple departmental projects or a large-scale and complex project focused on improvement or development of health care setting and/or system-wide initiatives in support of its strategic goals. Supports collaborative development with various business teams and drives process improvements for the successful management of the overall project lifecycle, supporting provision of all deliverables from inception to completion.

AREAS OF RESPONSIBILITIES:
1. Drive all phases of implementation including initiation, planning, execution, monitoring/controlling, and transition/project closeout.
2. Define and develop complex project plans with multiple work streams and prioritize associated tasks.
3. Utilize project management tools and principles to drive leadership teams towards achieving specified milestones, appropriately escalating barriers affecting the initiative timeline, scope, budget and resources, or quality of outcome.
4. Anticipate and identify issues and risks, including resource constraints, to the initiative timeline, scope, budget, and goals. Develop solutions or alternative options for review with input from subject matter experts, as needed.
5. Act as a liaison between the project team and applicable departments to ensure project deliverables are completed on time and with high quality.
6. Proactively manage changes in project scope, identify potential project obstacles, and devise contingency plans.

10. Demonstrate ability to navigate ambiguous situations and achieve clarity.
11. Understand the long-term vision of Gotham Health and the business goals in order to incorporate those needs into the project solution.
12. Manage risk proactively, including identification, assessment, and mitigation strategies, to maximize project risks.
13. Must be willing to travel to clinical sites as needed to ensure effective on-site coordination and seamless project execution.
14. Ensures that scope of statements, estimates, and contract documents are prepared, in accordance with standards and NYC H+H / Gotham Health operating procedures.
15. Provides onsite coverage.

Minimum Qualifications
1. A Master's Degree from an accredited college or university in Public Health, Public, Hospital or Business
Administration, Health Care Specialization, Engineering, Social Services or a related discipline; and four (4)
years of progressively responsible experience relating to health care program planning, research, design,
operations, evaluation and analysis, one (1) year of which must have been in supervision or planning and/or
analysis; or
2. A Baccalaureate Degree from an accredited college or university in disciplines, as listed in #1 above; and five
(5) years of progressively, responsible experience relating to health care program planning, research, design,
operations, evaluation and analysis, one (1) year of which must have been in supervision or planning and/or
analysis; or
3. A satisfactorily equivalent combination of education and experience, in which 30 graduate-level semester
credits from an accredited college or university can be substituted for one year of experience. However, all
applicants must have at least a Bachelor's Degree.

QUALIFICATIONS FOR THE JOB: CERTIFICATION(S)/LICENSE(S):

Certification in Project Management required (PMP, PgMP, or PMI-ACP) preferred EDUCATION LEVEL:
• Bachelor or Master's degree from an accredited college or university in Public Health, Public, Hospital or Business Administration, Health Care Specialization, Engineering, Social Services or a related discipline; and
• Four (4) years of progressively responsible experience relating to health care program planning, research, design, operations, evaluation and analysis, one (1) year of which must have been in supervision or planning and/or analysis Preferred;
• Work experience in a healthcare setting or other large, complex organization
• Lean Six Sigma
