Community Memorial Hospital in Hamilton, NY is looking for a Director of Human Resources!

The Director of Human Recourses is an integral part of the senior leadership team that reports directly to the CEO. Must be a proven leader that is a strategic thinker, effective people manger and problem solver. Is responsible for the foundation of Human Resources Department and the hospitals policies. The role of strategic Human Resources leader is to ensure the long term success of both Human Resources and the organization mission and values. They consult with management and serve as a link between the organizations management and its employees.

Duties and Responsibilities
  • Provides counsel and support to administration and managers on all areas of employee and labor relations.
  • Act as an employee champion and change agent by anticipating HR-related needs and delivering value added services for the benefit of the employees.
  • Maintain current knowledge of industry trends, identifies trends that could impact the organizations objectives
  • Management of non-union and union health and welfare and retirement benefit programs. Preforms audits on compliance, the costs and monitoring the effectiveness of the plans. Recommend plan changes and enhancements to respond to organization needs.
  • Manage the Talent Acquisition Staff who coordinate the recruitment of staff and Providers (physicians/mid-levels), selection and employment offer process. They are accountable for implementing recruiting strategies and continually delivering top quality candidates for employment at the hospital.
  • Manages and oversee the Payroll Coordinator to assure accuracy and compliance of the payroll process.
  • Lead the implementation of short- and long-term HR goals, objectives, policies and operational procedures.
  • Maintain relevant market data and make recommendations to modify compensation policies to respond to changing conditions externally and internally.
  • Develop and execute People strategies, policies and processes that align to and support the overall business strategy of the hospital and are employee focused.
  • Energize and manage performance management process to ensure consistency and fairness in employee review and to support a high performance culture. Identify and oversee training and employee engagement programs that provide critical development of staff and management.
  • Manage the separation process and conduct exit interviews. Providing employees with pertinent and accurate information and notifying necessary insurance providers. Analyze results and recommend corrective actions.
  • Administers collective bargaining agreement and grievance processes. Coordinates, facilitates and completes all work associated with the administration of internal job posting and bidding system. Communicate regularly with union officials in order to foster and maintain positive relations with bargaining unit. Competently conducts preparation and research for labor negotiations and serves as a member of the negotiating team.
  • Administers Family Medical Leave Act (FMLA), Paid Family Leave, medical leave, disability and worker's compensation policies and programs.
  • Respond to unemployment, EEOC and governmental/financial inquiries regarding employment information in accordance with organization guidelines.
  • Regularly review policies regarding overtime, turnover, vacancy rates, workers compensation, disability and employee benefits, PTO plans. Provide reports to assigned departments, as requested.
  • Identifies legal requirements and government reporting regulations affecting Human Resources functions and ensures policies, procedures and reporting are in compliance. Confidently interprets and advises all employees regarding Human Resource policies and employment law.
  • Develop and implement Human Resources strategic plan and management of the HRIS system.
  • Ensures all aspects of confidentiality are maintained, including confidential files.
  • Complies with organizational policies regarding ethical business practices.
  • Support other special projects and duties as assigned.
Job Requirements
  • A bachelor's degree in human resources, Business Administration or related field. Master's degree preferred.
  • A minimum of five (5) years of experience in Human Resources. Must have previous leadership and managerial experience.
  • PHR or SHRM-CP certifications preferred.
  • Working knowledge of MS Office and HRIS systems.
  • Proficient knowledge of Federal and New York State employment law, FMLA, ADA and Human Rights policies and protocols.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Strong written and oral communication skills and interpersonal skills to communicate effectively.
  • Must have high level of professionalism with the ability to handle confidential and sensitive information appropriately.
  • Ability to read and communicate effectively in English; additional languages preferred.

Job Type: Full-time

Pay: $90,000.00 - $120,000.00 per year
