Under the general direction of the ARM Division Chief, the incumbent functions as the Director, Special Programs Bureau. The incumbent is responsible for the direction of the most complex statutory collection activities, including insolvent estates, bankrupt taxpayers, and other special programs. Responsibilities include all planning, evaluating, budgeting, and policy development and implementation pertaining to the Special Programs Bureau. The incumbent ensures that debts owed to the state are collected to the fullest extent possible while protecting taxpayers' rights to due process, privacy, and fair treatment. The incumbent participates in Departmental decision making through active participation on one or more enterprise Action Committees, which includes the incumbent developing and recommending policies that potentially impact the Bureau, Division, Department and/or State of California.
