The Division of Vocational Rehabilitation (DVR) is currently recruiting for a full-time permanent Financial Specialist Advanced position. This individual can choose a headquarter location in any one of the DVR offices across the state. Applicants will be prompted to select their preferred headquarter location during the application process. High speed internet access is required to meet the needs of remote work.

This recruitment may be used to fill future similar vacancies (permanent, project or Limited Term).

Position Summary

  • Participates in developing and maintaining automated/manual financial records for DVR consumer payments.
  • Pre-audits documentation supporting payments, ensuring sufficient detail and support in the Integrated Rehabilitation Information System (IRIS) and voucher files.
  • Ensures controls are in place to prevent duplicate payments or errors and is accountable for transaction accuracy.
  • Enters complex payments into IRIS, which are transmitted to the State's enterprise accounting system.
  • Handles complex processing functions involving various fund sources and allocation methodologies.
  • Ensures division staff adhere to procurement practices and financial directives.
  • Expedites payments for post-secondary education, resolves invoice issues, and handles reimbursement and credit matters.
  • Reviews the financial work of others, approves or rejects invoices, and requests corrections as needed.
  • Interprets financial policies and guidelines for allowable expenditures.
  • Responds to inquiries from vendors, DVR staff, and service providers about payment status.

Starting pay is $29.58 per hour, plus an exemplary benefits package :

The classification title for this position is Financial Specialist - Advanced (schedule 02, range 15). A 12-month probationary period will be required. This position is not represented in a collective bargaining unit and is considered non-exempt under the Fair Labor Standards Act.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Job Details

Remote work: This position may request to work up to 100% remote. Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.

Criminal histories: W e also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled.

Eligibility to work in United States: Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant completing the I-9 upon hire.

Qualifications

Qualifications marked with an asterisk (*) below will be evaluated in the first step of the selection process. Additional qualifications may be evaluated in subsequent steps.

You will need to have the following qualifications:
  • * Formal or informal training in Bookkeeping, Accounting, or similar
  • *Experience processing and auditing financial transactions (i.e., invoices, payments, purchase orders, etc. in compliance with state, federal, and/or organizational guidelines
  • * Experience providing customer service in an office setting (e.g., responding to inquiries, explaining procedures, representing an organization, etc.)
  • *Experience interpreting complex rules, regulations, policies, and guidelines (e.g., statutes, policies, fund use directives, etc.)
  • *Experience using accounting software and spreadsheets (e.g., Quickbooks, Excel or similar)
  • Experience working in a collaborative team environment
It would be nice to have experience in any of the following:
  • *Providing instruction or training in a professional setting
  • * Working with DVR, in a human-services related field, or governmental agency
  • Managing a high-volume workload while maintaining accuracy
  • Exercising good judgement and critical thinking skills to proactively problem-solve
