Position Summary

Under the general supervision of the Financial Manager, this position is the subject matter expert for the complex accounts receivable services of the agency. It is responsible for performing a broad range of complex accounting services related to revenue receipting.

This position ensures financial transactions are prepared and processed in accordance with Generally Accepted Accounting Principles (GAAP), all applicable statutes, Wisconsin Administrative Codes, Department of Administration (DOA) policies, and Department of Justice (DOJ) policies and procedures. This position will prepare deposits for the entire department using cash receipt processes as required in the state accounting manual. This position is responsible for accounts receivable functions, including reconciliation of complex accounts, problem solving, and discrepancy resolution. This position is responsible to improve the internal control and efficiency of the accounts receivable function for all fund sources and coordinates these efforts with DOJ staff and management, the DOA State Controller's office and financial vendors. This position works directly with finance staff, department staff, DOA, and customers to resolve discrepancies, provide accounts receivable and revenue guidance, as appropriate. This position will support the accounts receivable functions in the unit, backing up other accounting staff as needed.

Salary Information

The Financial Specialist-Advanced position is in pay schedule 02 and pay range 15. The starting pay will be $29.58/hour. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan. A 12-month probationary period may be required.

Job Details

This position may be eligible to work remotely up to 60% as part of a hybrid schedule, following an initial training period. Reporting to the headquarters in Madison on multiple consecutive workdays if needed. Travel to the headquarters is not eligible for travel reimbursement.

High speed internet access is required to meet the needs of remote work.

The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

A background check, including fingerprints, will be completed on applicants prior to selection.

Qualifications

Minimally qualified applicants must have education, training and/or experience in the following :
  • Auditing and reconciling a variety of financial accounts and transactions
  • Depositing checks, wires, and ACH's and performing reconciliations
  • Accounts receivable functions to include billing and monitoring receivables
  • Designing, creating, or maintaining spreadsheets using pivot tables and advanced functions
In addition to the minimum qualifications, a well-qualified applicant will have education, training, and/or experience in the following:
  • Experience with ERP Accounting systems (i.e. PeopleSoft)
  • Providing technical assistance to others and troubleshooting system processing issues
  • Pre-auditing travel expenses reports for compliance with rules/statutes/policies
