About the Agency

The Virginia Department of Fire Programs serves the citizens of the Commonwealth by enhancing public safety through supplemental funding to local governments, education, and training to first responders, fire prevention and life safety education through community risk reduction, and statewide fire code enforcement.

The objective of the Business Services Branch is to provide superior administrative support to the Agency, its employees, instructors, the Virginia Fire Services Board, it's stakeholders and the Commonwealth of Virginia.

About the Position

Manage the agency's grant-making activities as it relates to the administrative functions for all VDFP federal/state grants and ensure compliance with all regulations and requirements. Develop and implement policies and procedures by which the agency administers its financial assistance programs. Provide guidance, training and communication of grant program parameters and procedures to all involved in the grant processes. Manages bookstore operations including personnel management, invoice billing, order fulfillment, and merchandise inventory and accounts receivables. This position will have considerable impact on the effectiveness and credibility of the administrative actions of the Agency and the VFSB. As a result, this position will have considerable impact on the financial resources, goodwill, and relationships of the Agency, the VFSB and the Commonwealth.

This position has a Virginia Emergency Support Team (VEST) assignment and is designated as essential personnel. Provides support during an emergency incident either within the Virginia Emergency Operations Center (VEOC), in a field assignment or in support recovery operations. Maintains 24/7/365 situational awareness throughout the state. Ability to serve as an Agency spokesperson if needed. Employees may be required to work during emergency situations, such as inclement weather and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may also include duties other than those specified in the employee's official Employee Work

Minimum Qualifications

Considerable experience and knowledge of state and/or federal grants management.
• Experience managing professional personnel; this position must routinely demonstrate the ability to lead and motivate a team to achieve synergistic solutions.
• Excellent interpersonal, verbal, and written communication skills with all levels of staff, general public and public officials.
• Ability to effectively interpret government policies, regulations, and guidance, and apply it to Agency activities; evaluate information from multiple sources and work effectively and cooperatively to align program strategy with new information.
• Considerable experience interacting with diverse constituencies such as the Virginia Fire Services Board; and the Agency's stakeholder groups; Virginia's fire services community and respective localities; and various state agencies (i.e. DPB, VDEM, etc.).
• Knowledge of Office of Management and Budget (OMB) Circulars governing grants administration and cost principles.
• Considerable knowledge of Generally Accepted Accounting Principles (GAAP) and governmental fund accounting and business management.
• Knowledge of the CAPP Manual, FASB and GASB.
• Experience demonstrating program management and organizational skills including the ability to set objectives; plan and prioritize competing requests/tasks/projects; manage multiple projects; solve problems and make decision independently; and manage deadlines in a fast-paced environment.
• Considerable skills in the use of computers - Microsoft Office and associated software.
• Experience demonstrating the ability to collaborate, partner, and build rapport with diverse public safety professionals and various stakeholders.
• This position shall serve the Agency and its customers through creative, proactive, objective, accurate, and timely planning, analysis, and evaluation.

Additional Considerations

Extensive experience in the fields of grants management or financial management with considerable knowledge of government management and operations.
