Why does the job exist?

The position provides oversight and direction to the Office of Human Resources' (OHR) Recruitment teams and the Classification and Compensation teams. As part of this oversight, this position ensures all of the department's recruitment activity, compensation plans, and changes to organizational structure are compliant with State Personnel Board Board rules, state and federal regulations.

How does it get done?

This position will be responsible for:
* Direct supervision of three HR Manager II's within OHR and ensures each team is operating effectively.
* Reviewing and approving classification and compensation actions in consultation with the HR Director.
* Provide the necessary support for the recruitment team and will monitor "time to hire" data to ensure HCA's recruitment process and procedures are efficient.
* Work with HCA leadership to enact organizational structure and compensation plans to ensure the department is situated to meet it's mission and goals.

Who are the customers?

This position is focused on meeting the needs of internal customers within HSD and external individuals within other agencies or union representatives.

Ideal Candidate

The ideal candidate will have extensive knowledge in the following:
* SHARE Human Capital Management System,
* SPO Board Rules, state and federal employment regulations.
* Managing organizational structure and compensation analysis.

Any experience collaborating with SPO's workforce planning team and DFA regarding class and compensation requests and/or recruitments would be beneficial.

Minimum Qualification

Bachelor's Degree in any related field and seven (7) years of experience in human resource operations; recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years, including two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification, may substitute for the required education and experience.

• Education and years of experience must be related to the purpose of the position.

• If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid Driver¿s License and must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
