This position is located in the NM Interstate Stream Commission (NMISC) in Albuquerque, New Mexico. Why does the job exist?

This job manages the efforts of the NMISC's Rio Grande Bureau to support New Mexico in meeting Rio Grande Compact delivery obligations and to investigate, conserve, develop and protect New Mexico's interests in the waters of the Rio Grande.

This position reports to and coordinates with the NMISC Director and Deputy Director and oversees Rio Grande Bureau staff and contractors, budgets and timelines. The Rio Grande Bureau's key work areas include 1) technical analysis, such as Rio Grande Compact accounting and related investigations, 2) on-the-ground project implementation, such as river channel improvement projects, and 3) stakeholder engagement and coordination, such as development of partnership with major water users. Significant coordination with the New Mexico Office of the State Engineer is also required.

This position also includes oversight of San Juan Chama Project operations and accounting as related to the Rio Grande Compact; various Endangered Species Act (ESA) initiatives including operations at the Los Lunas Silvery Minnow Refugium (LLSMR); evaluating proposed water supply, aquifer storage and recovery, and reservoir management projects and studies; assisting in coordinating technical matters related to the Texas v New Mexico litigation; directing the Bureau's Strategic Water Reserve efforts and coordinating with the Deputy and other Basin managers on statewide efforts; reviewing and providing input to water resources management and technical reports prepared by staff or submitted for review by other agencies; supporting the NMISC's state and regional water planning efforts; and providing technical assistance to the Indian Water Rights Settlement team related to the Rio Grande Basin.

This position involves presenting complex technical information to lay audiences and ongoing coordination with state and federal agencies and stakeholders.

How does it get done?

Major job tasks will include:

1. Managing the efforts of the Rio Grande Bureau to support New Mexico in meeting Rio Grande Compact delivery obligations to Elephant Butte Reservoir, including development of collaborative partnerships with state and federal agencies and stakeholders, particularly in the Middle Rio Grande (MRG).
2. Overseeing staff and contractors, managing budgets and timelines, making presentations, and reviewing and providing input to water resources management and technical reports prepared by staff, contractors, and other agencies.
3. Conducting Rio Grande Compact accounting, coordination and reporting, including San Juan Chama Project offset program and accounting.
4. Overseeing the Rio Grande Bureau's Endangered Species Act (ESA) activities including participation in the MRG ESA Collaborative Program.
5. Assisting in coordinating technical matters related to the Texas v New Mexico litigation.
6. Directing the Bureau's Strategic Water Reserve efforts and coordinating with the Deputy and other ISC Basin managers on statewide efforts.
7. Supporting the ISC's state and regional water planning efforts in the Rio Grande Basin.
8. Providing technical assistance to the Indian Water Rights Settlement team for Rio Grande Basin issues.
9. Leading other activities to investigate, conserve, develop, and protect New Mexico's interests in the waters of the Rio Grande.

Ideal Candidate

The ideal candidate has experience with:

1. Project and staff management
2. Rio Grande and/or other interstate compacts
3. Experience in water resources and hydrology
4. Writing and reviewing technical documents
5. Good interpersonal skills

Minimum Qualification

Bachelor's Degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering) and eight (8) years of relevant experience. Master's Degree in the above disciplines and four (4) years of relevant experience, six (6) years of which must be in a supervisory role. Any combination of education from an accredited college or university in a related field and/or direct experience as it pertains to the essential duties and responsibilities of this classification totaling ten (10) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Video Display Terminal (VDT) and extensive personal computer, printer, scanner and phone usage. Some sitting, standing, bending, and reaching may be required. Occasional field work may require the use of digital cameras and/or a global positioning system. Occasionally reporting to remote work sites and field work that may encounter adverse weather and difficult terrain may be required. Some climbing/hiking short distances to identify source water locations may be required. Work may require brief periods of work in cold and/or inclement weather.
