Summary

This is a competitive career development detail not to exceed 120 days. More than one selectees can be made. Detailee will be selected to serve for an initial 120 days period, which may be extended in increments of 120 days, up to one (1) year. The detail is tentatively scheduled to begin in Sep 2024.This is not a bargaining unit position. These detail hours are not considered production related for production award purposes.

Duties

MAJOR DUTIES

The detailee will be responsible for, but not limited to, the following:
  • Provides regulatory interpretation, guidance, advice, and assistance regarding telework matters in accordance with the appropriate statutes, regulatory guidance, and procedures to TTAB senior leadership, managers, supervisors, and employees.


  • Establish, maintains, and updates TTAB's telework guidelines, employee agreements, 'Telework Tips', 'How To' manuals, and other resources and ensures alignment with USPTO's telework management goals.


  • Maintains logs and databases to provide TTAB telework statistics, anticipated growth, and other data calls and reports to the Agency Telework Coordinator, TTAB leadership team, and OCIO as required and leads the TTAB effort/input/response for the development of the annual telework report.


  • Develops, recommends, makes decisions, and implements communication efforts that promote effective understanding and communications across TTAB to improve operations.


  • Independently develops and edits materials consistent with program objectives and requirements.
  • Reviews and processes Internet Service Reimbursement claims and serves as the Property Custodian, records manager and COOP officer for TTAB and ensures accountability, reporting, updating and handling as such.

This is a competitive career detail NTE one year. The detailee(s) will be selected for a minimum of 120 days which may be extended in 120 day increments up to, but no more than one year. This detail is expected to begin in Sep 2024.

Priority for selection will be given to those qualified candidates who have not had a career development detail or those with the least amount of service within the last four (4) years. Except where supported and agreed upon, an employee shall not serve a second time in the same area.

The detail is open to all eligible GS-12 and GS-13 non-supervisory USPTO employee(s). This detail is only open to employees outside of 1220, 1223, 1224 and 1226 job series. When applying to this detail, please apply to your current grade level only. You will be selected at the grade of your position of record. Higher level pay for this detail assignment is not authorized.

Detailee must be willing to work a full-time schedule while on detail.

Telework authorized.

Relocation expenses or temporary duty expenses (TDY) are not authorized and will not be paid. Primary duties can be performed remotely and/or on USPTO's Alexandria Campus.

SPECIALIZED EXPERIENCE:

  1. Experience analyzing and evaluating the effectiveness of complex programs and developing strategies to improve program operations and meet goals and objectives.
  2. Experience communicating in writing, to include authoring, preparing, reviewing and editing agreements, presentations, annual reports, and other program information and documents.
