Job Profile

Job Summary

This position reports to the Mgr Payroll Business Partners and may require some guidance and oversight. The position provides functional input for design and program specifications of the automated payroll systems. Verifies and evaluates payroll program specifications created by programmers. May provide work direction where needed. Works with IT ERP Support and/or vendors to implement and maintain payroll systems developed in-house or purchased from outside vendors.
Assess effects of systems and process modifications and changes. Liaise between payroll, time collectors, systems support, and other stakeholders. Ensures working documentation of for business processes and user reference materials. Facilitates the training of payroll staff in the use of systems. Performs analytical and financial transaction data assessments to ensure a controlled environment. Provides support to payroll team in ensuring salaried and hourly payroll for the Harris Health System is processed in accordance with the bi-weekly pay schedule. Position also addresses complex customer inquiries and works directly with leadership teams in planning activities.
The successful candidate must possess knowledge of payroll systems and can work independently and in a team environment. Possesses a solid understanding of federal and state wage and hour laws (e.g., Department of Labor or other wage and hour mandatory standards is compulsory). Support the Director of Payroll in establishing and enforcing accountability, cohesiveness, and consistency in applying the policies and procedures across Harris Health.

Minimum Qualifications

Degrees/Work Experience:
a) Bachelor's degree in business, Accounting, Finance or related field (AND) Four (4) years of experience in high volume payroll area required, including two (2) years of PeopleSoft Payroll or other equivalent ERP experience.

OR

b) High School Diploma (AND) Eight (8) years of work experience accepted in lieu of degree.

Licensure & Certification:
a) American Payroll Association - Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) certification. (Preferred)

Communication Skills:

Work Schedule:

- Taxation - Growing knowledge of Employment Income Taxes
- Knowledge of federal & state wage and hour laws
-Able to interpret laws and use available resources to assist leadership with decisions
- Involuntary Wage Withholding Rules - Fluid knowledge of: Child Supports, Levies, Bankruptcies, Student Loans, and Wage Assignments
- Imaging and indexing payroll related documents
- Fluid working knowledge of Microsoft Excel and Outlook
- Ability to multi-task and prioritize in a fast-paced environment
- Intermediate understanding of payroll practices and laws preferred
- Strong sense of follow-up and urgency
- Ability to listen and communicate both in written and verbal with all staffing levels and employees/customers.
- Ability to deal with sensitive and protected data
- Proven proficiency documenting processes and functionalities clearly and professionally.
- Demonstrated ability to lead small-to-mid-sized teams through complex functional configuration initiatives.
- Strong collaboration skills to effectively communicate business needs to technical partners and translate them into specifications.
- Experience preparing formalized documentation required.
- Experience with interfaces and projects
- Familiarity with SharePoint site builds a strong plus.
