SAIC is seeking a Program Management Senior Manager to lead SAIC's NIWC Pacific Marine Mammals program contract. The Reconnaissance and Interdiction Division at NIWC Pacific manages the Navy's Marine Mammal Program which trains bottlenose dolphins and California sea lions to detect, locate, mark and recover objects in harbors, coastal areas, and at depth in the open sea in addition to research. Everyone is familiar with security patrol dogs, and how some service dogs use their keen sense of smell to detect explosives on land. Since 1959, the U.S. Navy has trained dolphins and sea lions as teammates for our Sailors and Marines to help guard against similar threats underwater. The Navy's Marine Mammal Program has been homeported on Point Loma since the 1960's. The program manager is responsible for successful contract execution. This role is ONSITE in San Diego, CA.

JOB DUTIES:
  • Manage and integrate staff and activities in accordance with contract requirements and ensure technical, schedule, cost, safety and financial performance.
  • Define or contribute to the program baseline then execute the program to comply with requirements.
  • Manage risk, customer relationships, staff development and program staffing.
  • Ensure compliance with quality standards and escalate challenges to SAIC leadership. Support business development and program staff management.
  • The program manager will be responsible for all aspects of program execution including: Identifies key resources required to manage and execute to the program baseline often requiring frequent, real-time changes to meet dynamic program needs. Identifies and analyzes significant variances, and establishes corrective actions.
  • Manages and integrates a large size program staff that includes subcontractors or suppliers and task or project leads.
  • Provides guidance and direction to the internal cross-functional team. Develops program-specific processes, procedures, techniques, or tools.
  • Reviewed by Customer Group (CG), Market Segment (MS), or other staff to assess objectives, impacts, relationships, synergy, and other program elements of similar or related programs.
  • Primary interface for all program aspects and issues, program and account insight, and serious problem resolution.
  • Possesses mature leadership and management skills and provides advice and assistance to other PMs.
  • Provides strategic vision to the team. Escalates and resolves serious program issues. Provides significant input to MS on performance reviews, compensation-related actions, and staffing and hiring decisions.
  • Participates with the MS in screening and interviewing potential hires. Resolves serious personnel issues in coordination with MS, HR, and Program Oversight.
  • Develops or significantly contributes to a strategic BD plan to expand current account offerings.
  • Develops or significantly contributes to re-compete capture strategy.
  • Identifies potential buying agents for growth beyond current account and future related accounts.
  • Identifies opportunity and account buying influences.
  • Identifies tools and resources needed to enable repeatable and differentiated offerings and capabilities in identified investment areas.
Qualifications

REQUIREMENTS:
  • Bachelors Degree and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more experience; PhD or JD and thirteen (13) years or more experience.
  • Must be a U.S. Citizen
  • Must have an Active Secret Clearance
  • Experience with NIWC Pacific and the Marine Mammal Program.
  • Knowledge of marine mammal Federal regulations, Marine Mammal Protection Act and Animal Welfare Act.
  • Experience managing a complex staff that includes animal training, scuba diving and small boat operations
  • Working knowledge of current AALAC animal husbandry standards
DESIRED SKILLS:
  • Experience leading onsite teams and subcontractors in 24/7 operations environment.
  • Good understanding and knowledge of behavior modification focusing on Operant Conditioning.
  • Understanding and knowledge of DOD, DON and Fed-OSHA safety and training regulations.
  • Familiarity with the Navy's Marine Mammal Program's capabilities.
Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
