Under general direction of the Manager of the Climate Change and Innovative Technologies Section in the Statewide Technical and Analytical Resources (STAR) Branch, the Senior Environmental Scientist will perform the most difficult, complex and sensitive scientific and technical duties related to CalRecycle's initiatives related to sustainable materials with a focus on circular solutions for single-use products and packaging that will help build a circular economy in the state. The incumbent will act as CalRecycle's specialist for conducting and overseeing efforts to transition from single use to circular solutions by conducting research and analysis of strategies deployed by jurisdictions throughout CA as well efforts by non-governmental organizations (NGOs), other states, and other countries. The incumbent will develop legislative concepts and proposals, lead public workshops and manage regulatory processes to establish circular alternatives for single use products and packaging.

The incumbent will also be a technical expert on performance characteristics of sustainable materials, labeling standards and certification programs, reuse programs, scientific methodologies for measuring recyclability and composability, end markets for recovered materials, and public health and environmental impacts of materials. The incumbent will utilize knowledge of scientific principles to prepare technical analyses regarding the performance and fate of materials and products in circular systems, including reuse, recycling, and composting processes. The incumbent will collaborate with multiple agencies and internal and external parties on the development of specifications, standards, regulations, and guidelines for materials and products. Scientific and technical evaluations may include life cycle assessments, economic analysis, and measuring environmental costs and benefits such as material, energy, water use, air emissions, and end-of-life management factors, to the extent feasible. The incumbent's expertise will be used to coordinate complex projects and the incumbent will participate in strategic planning and policy-making work groups as directed. The incumbent will also serve as STAR's primary technical and policy expert on sustainable packaging and will be a primary contact on issues pertaining to circular systems. The incumbent will prepare and deliver scientific presentations to a variety of internal and external decision makers and the public. This position may require contract management responsibilities. This position involves travel throughout the state approximately 10% of the time.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position's designated headquarters location, as indicated on their duty statement, at their own expense.
