WHO ARE WE

The Texas Department of Agriculture Financial Services Division supports TDA programs by performing financial duties in the areas of accounting, budget, purchasing, contracting, accounts payable and payroll.

WHAT YOU'LL DO

The Grant Accountant will perform complex accounting work. You will be responsible for reviewing, analyzing and reconciling financial transactions related to state and federal grants; maintaining daily grant data; compiling reports relating to grants, and preparing monthly financial statements. You will work under general supervision with moderate latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Prepare financial statements, reports, and schedules; prepare and audit general journal entries; audit payment, cash, purchase, travel, and related vouchers for grants.

Maintain accounting records on expenditures, revenues, and the posting of journals for assigned grant programs.

Classify, code, post, and balance financial and accounting documents and records for grants.

Process grant drawdown from the federal line-of-credit systems and deposit funds in accounting systems.

Prepare and analyze monthly, quarterly and annual status of funds and expenditures to be submitted to federal oversight agencies.

Prepare financial reports and supporting information for senior management.

Prepare and review the cash processing activities ensuring entries and adjustments are made to proper accounts and determine the proper methods for recording financial transactions for grants.

Reviews financial records for accuracy and ensure conformance to established internal and external policies, guidelines and standards.

Follow all TDA policies and procedures.

Perform other duties as assigned.



Qualifications:

MINIMUM QUALIFICATIONS

Bachelor's degree (one year of work experience related to the primary responsibilities may substitute for one year of college).

Two (2) years' work experience in accounting and/or financial operations.

A Master's degree in Finance, Accounting, Business Administration, Economics or related field or a Certified Public Accountant (CPA) license (in good standing) can substitute for required work experience.

PREFER

Bachelor's degree in accounting, finance or related.

Experience with State of Texas accounting systems such as USAS or CAPPS.

Certified Public Accountant (CPA) license in good standing.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of generally accepted accounting principles and state laws pertaining to public funds, governmental finance and automated accounting systems.

Skill in providing customer service excellence to both internal and external customers; operating a personal computer with applicable software; math aptitude and critical thinking.

Ability to perform and interpret numerical analyses; analyze, evaluate and summarize accounting records for accuracy and conformance to procedures, rules and regulations; explain technical accounting information in an understandable manner; efficiently organize, prepare and maintain volumes of detailed records, files, procedures and reports; organize information and provide clear audit trails for documentation; work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail; multi-task in a fast-paced environment and exercise sound judgment and discretion.

ENVIRONMENT/PHYSICAL CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able work extended periods at a computer, and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 5%), occasionally overnight.
