WHO ARE WE

The Texas Department of Agriculture Internal Audit Division provides independent, objective assurance and consulting services, using a risk-based approach, to add value and improve the operations of the Texas Department of Agriculture.

WHAT YOU'LL DO

The Information Technology (IT) Auditor will perform advanced information systems auditing work involving conducting audits of information systems, platforms, and operating procedures. You will prepare audit findings regarding the efficiency, accuracy, and security of financial and non-financial programs while ensuring legal compliance with state statutes and internal regulations. You will work under limited supervision with considerable latitude for the use of initiative and independent judgment.

Employees at this level may independently perform auditing work that is highly complex in nature or large in scale and may prepare and review audit reports dealing with complex and sensitive issues in a timely manner for internal and external audiences.

PRIMARY RESPONSIBILITIES

Performs information technology audit work, including identifying and defining issues, developing criteria, reviewing and analyzing evidence, and documenting client processes and procedures.

Performs information technology security reviews and general information technology or application control reviews, as needed, to address audit objectives.

Examines information technology control elements to mitigate information technology risks regarding the confidentiality, integrity, and availability of business information.

Provides recommendations on the use, integration, maintenance, and enhancement of an entity's information technology systems.

Participates in audits of technology platforms, information systems, and information technology operating procedures, and examines information technology internal controls and security.

Evaluate data, systems, and procedures relating to audits and special projects for compliance with applicable laws, rules, and regulations.

Review general and application controls of auditees' information security programs.

Perform various IT testing methodologies during audits using vulnerability scanners and other network management tools as needed. This includes assisting in technical aspects of work such as vulnerability assessments, use of technical software programs, and performing complex segments of the work.

Work on specialized IT audits and projects that incorporate, for instance, advanced computer programming, complex IT matters, emerging technologies such as Artificial Intelligence (AI), machine learning algorithms, web-based technologies, and/or cloud-based computing for secure information sharing.

Follow all TDA safety guidelines/procedures and ethics requirements.

Perform other duties as assigned.



Qualifications:

MINIMUM QUALIFICATIONS

Bachelor's degree in Accounting, Business Administration, Finance or related field.

Three (3) years' IT audit work experience in a public or government entities.

Certification as a Certified Information Auditor (CISA).

Work experience using Teammate auditing software.

PREFERRED

Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified in Risk and Information Systems Control (CRISC), or Information Systems Security Management Professional (ISSMP).

Familiarity with GAGAS, CIS, COBIT, COSO and NIST CSF frameworks.

IT audit experience including but not limited to, conducting Cloud, application, and system security audits.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of generally accepted information technology audit and financial standards and practices, information technology security and control practices, and information technology management practices.

Skill in collecting and analyzing data; in providing excellent customer service to both internal and external customers; and in using analytical software tools, data analysis methods, and other computer applications.

Ability to communicate effectively, both orally and in writing; to oversee and/or supervise the work of others; to work independently and/or in a team environment; to exercise sound judgment and discretion; and to maintain the highest level of confidentiality.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 10%), occasionally overnight.
