Position Summary

The person in this role will perform highly complex (senior-level) training and development work. Work involves designing, coordinating, and facilitating training and development with small and large groups of employees. Maintains training information and related records systems in compliance with applicable legislation. Provides support for division and agency meetings. Stays apprised of training and certification legal requirements and industry best practices; recommend changes or modifications to existing policies and programs to remain in compliance and adopt best practices where feasible. Works under the minimal supervision of DIR's Chief People and Culture Officer, with moderate latitude for the use of initiative and independent judgment.

• Performs the planning, development, and implementation of employee training and professional development content; Creates and delivers virtual, face-to-face, and blended training programs on technical and non-technical topics, policies, procedures, best practices and software, using instructor led training, workshops, videos, and virtual delivery methods; Plans, directs, and coordinates training and professional development activities, and professional development plans.

• Serves as DIR's Learning Management System Administrator with responsibility for configuring courses, creating certifications, and learning paths, running reports, and consulting with internal agency staff to create improved learning and professional development experiences; provides high-level technical assistance; creates efficiencies where opportunities occur; and develops policies and procedures for training programs.

• Designs develops, and oversees innovative, engaging, and effective training programs and materials utilizing web-based (e-learning) training programs, Learning Management Systems, and Content Management Systems.

• Assists in solving training problems and ensuring the effective use of modern training methods and techniques. Participates in needs analysis studies to determine training needs, learning gaps, and to establish learning and development plans; Serves as a liaison between executive management, supervisors, and employees to create annual training plans.

• Leads, develops, coordinates, and implements training schedules, tracks completion statuses, and sends reminders to ensure employees are compliant with mandatory training requirements; Ensures employees comply with and maintain training and certification requirements as outlined in legislative statute or job requirements.

• Collaborate with internal subject matter specialists to analyze training content for accessibility and procure supplemental training programs; Coordinates with the Chief People and Culture Officer to develop and adopt e-learning methodologies for course design.

• Provides consultation and technical assistance to agency staff on training initiatives and promptly resolves training and system issues; Compiles training results and prepares reports.

• Performs other work-related duties as assigned.



Qualifications:

Education

• Graduation from a four-year college or university with major coursework in education, human resources, organizational development, human resources development, or a related field.

• Additional work-related experience may be substituted for the education on a year-for-year basis. (High-school diploma required)

Experience and Training Required

• Four (4) years of experience training, facilitating, or presenting to small or large groups of technical and non-technical professionals.

• Four (4) years of experience designing course content, curriculum and training materials

• Five (5) years of experience communicating and working collaboratively with all levels of staff and management.

Experience and Training Preferred

• Experience providing administrative support in a State of Texas agency.

Knowledge, Skills, and Abilities

• Skilled in working with subject matter experts both in-person and via virtual communication tools.

• Ability to identify, analyze, and streamline processes.

• Ability to manage multiple training, learning tools, and professional development projects concurrently, ensuring timely completion and adherence to quality standards.

• Ability to provide on-the-job training and high-level technical assistance, ensuring practical application and skills development among staff.

• Ability to communicate in person effectively, in front of small or large audiences, all levels of staff, recorded audio, or virtually.

• Ability to assess training needs and performance.

• Ability to evaluate and research training options and alternatives.

• Ability to design and implement effective training and professional development.

• Ability to effectively interpret policies, procedures, and regulations.
