TxDOT's Beaumont District is looking for a highly motivated individual to fill the critical role of District Bridge Engineer. This position will be responsible for supporting the Beaumont District's Bridge program across its 9 counties. Job duties will include oversight of the bridge inspection program, providing technical assistance to bridge maintenance operations, identification of bridges for maintenance, rehabilitation and replacement projects, and support of bridge project development. Position Description

Transportation Engineer I:

Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Transportation Engineer II:

Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.

Transportation Engineer III:

Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Engineer IV:

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer I:

  • Answers technical and policy questions related to bridge inspection and maintains bridge inspection data; analyzes data and provides summaries.
  • Assists in recommending major maintenance and betterment programs to the district staff
  • Assists in reviewing shop drawings prepared by fabricators for bridges and related structures
  • Assists with design, computer operators and plan preparation
  • Assists with the development of design and project development reports, surveys, and correspondence
  • Designs moderately complex bridge projects and performs specialized design
  • Develops and/or reviews engineering related documents, correspondence, reports and remediation plans
  • Drives/travels to work/project locations to make on-site engineering reviews, analyses, tests and to provide technical support
  • Ensures compliance with National Bridge Inspection Standards
  • Inspects structures for impact damage and/or construction problems and may design emergency shoring to prevent collapse of damaged structures.
  • Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges.
  • Schedules, assigns and oversees bridge inspection activities
  • Performs other job responsibilities as assigned.


Transportation Engineer II:

  • Assists districts with bridge inspection-related matters
  • Coordinates fracture critical, underwater or off-system bridge inspection programs
  • Reviews shop drawings prepared by fabricators for bridges and related structures
  • Answers technical and policy questions related to bridge inspection and maintains bridge inspection data, analyzes data and provides summaries
  • Assists in recommending major maintenance and betterment programs to the district staff
  • Coordinates with local officials on critical findings involving structures which are not under state jurisdictions to have them posted, repaired or closed to the traveling public,
  • Designs complex bridge projects and performs specialized design
  • May serve as a lead worker and the related tasks
  • Performs other job responsibilities as assigned.


Transportation Engineer III:

The above and:

  • Designs highly complex bridge projects and performs specialized deign.
  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts
  • Performs highly complex structural analysis of bridge designs
  • Performs complex hydrologic and hydraulic analysis of structures over waterways and summarizes the analysis in report
  • Assists districts with bridge inspection-related maters
  • Coordinates and leads field inspection groups in the identification of properties for right-of-way acquisition
  • Performs other job responsibilities as assigned


Transportation Engineer IV:

  • Conducts final inspections on completed construction projects
  • Performs highly advanced and complex engineering design work such as development of layouts, sketches plans, specifications, estimates and contracts
  • Performs, reviews, and monitors detailed investigations, data collection, analyses and coordination of bridge related research and recommends cost effective project level design for new, rehabilitated and reconstructed bridges
  • Recommends prioritization of bridge replacement, bridge rehabilitation and repair of damaged bridges
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work.
  • Performs other job responsibilities as assigned


Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

Transportation Engineer I: 4 years engineering, transportation engineering, or related engineering experience

Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience

Transportation Engineer III: 6 years engineering, transportation engineering, or related engineering experience

Transportation Engineer IV: 7 years engineering, transportation engineering, or related engineering experience

(Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:

• Valid driver's license. This position requires driving a state vehicle.

• Licensed Prof Engineer*

• If performing underwater bridge inspections: Must have Open Water Diver certification.

• For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
