GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect, and advance the citizens and industries in the state with quality motor vehicle-related services. We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries.

Candidate must perform complex compliance analysis work in the County Compliance Services Section within the Texas Department of Motor Vehicles (TxDMV) Enforcement Division. Contacts County Tax Assessor-Collector (CTAC) offices to perform compliance reviews to ensure conformity with Department laws, rules, and regulations. Work involves examining, evaluating, and monitoring trends using a risk-based approach in vehicle title and registration operations to mitigate fraud. Conducts routine inventory of plates and Department assets. Provides guidance to others by delivering recommendations to enhance Department policies and through training programs to strengthen fraud awareness.

The candidate will report to the County Compliance Manager and Lead Compliance Specialists and will work under minimal supervision with considerable latitude for the use of initiative and independent judgment. The job will entail 75% travel to assigned work locations, primarily during working hours, with some overnight travel. May require extended hours during inventory periods or to meet critical deadlines. This is a permanent telecommuting position; a telecommuting employee must provide and maintain an adequate off-site space and environment in which to work that is secure.

ESSENTIAL DUTIES

  • Performs complex compliance reviews of County Tax Assessor-Collector (CTAC) offices for conformity with Texas laws, rules, and regulations through a combination of desk and on-site methods.
  • Performs statistical sampling of data through Department reports to identify compliance issues and potential fraud schemes. Identifies training opportunities and refers issues to appropriate management. Compiles, reviews, and analyzes transaction data to verify documentation aligns with established Department policies.
  • Monitors inventory and security of motor vehicle license plates and registration items within County TAC offices. Performs annual and periodic plate inventory of accountable and non-accountable items.
  • Performs annual inventory of Department assets assigned to County TAC offices.
  • Monitors County TAC office's compliance with standard monetary/inventory controls, policies, and procedures.
  • Identifies, documents, and refers all issues to the appropriate entity for resolution following established protocol.
  • Guides stakeholders through recommendations to mitigate risks and conducts follow-up visits to monitor continued compliance with laws, rules, and regulations.
  • Prepares and presents written and/or oral reports on compliance issues for agency management and other staff.
  • Develops and maintains contact/visit logs and productivity reports of County TAC and TxDMV compliance activities.
  • Conducts and coordinates training with both internal and external stakeholders.
  • Provides training through classroom and distance learning environments.
  • Experience with public speaking and/or public engagement.
  • Acts as section liaison with external stakeholders to provide guidance and support during active investigations.
  • Handles and maintains confidential items.
  • Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Teams applications is required.
  • Travels approximately 75% of the time. May involve overnight and occasional weekend travel.
  • Travels primarily by car and occasionally by plane.
  • Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
  • Performs other duties as assigned.


MARGINAL DUTIES

  • Collects, delivers, or moves computer equipment, mail, files, license plates, records, or other items weighing up to 50 lbs. each.




Qualifications:

MINIMUM REQUIREMENTS

EDUCATION

  • Bachelor's degree from an accredited college or university or the U.S. equivalency thereof with major coursework in business, public administration, finance, accounting, statistical analysis, research methodology, criminal justice, or liberal arts.
  • If you possess a liberal arts degree, you must also have a professional certification, such as a Certified Public Accountant (CPA) or a Certified Fraud Examiner (CFE).


EXPERIENCE

  • Three (3) years' experience in compliance analysis or monitoring, legal analysis, data analysis, risk assessment or mitigation, strategic planning, auditing, or related activities.
  • Additionally, a minimum of one (1) year of experience in conducting compliance reviews.


Education and experience may be substituted for one another, within the required degree filed(s). (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent).

PREFERRED EXPERIENCE

  • Experience with motor vehicle-related policies and procedures.
  • Experience with processing motor vehicle title and registration transactions.
  • Experience with public speaking and/or public engagement.
  • Experience in developing, conducting, and coordinating trainings.
  • Moderate experience in communicating with internal and external stakeholders including elected officials, law enforcement, and other government agencies.
  • Moderate experience interpreting motor vehicle title, registration, and/or financial reports.


ADDITIONAL INFORMATION

  • The selected applicant is expected to spend time onsite at county tax assessor-collector offices and telecommute permanently. Commuting time traveled will not be compensated.
  • The selected applicant must reside within one hour of a TxDMV Regional Service Center to pick up and use an assigned state vehicle. Commuting time to and from the TxDMV Regional Service Center for vehicle use will not be compensated.
  • Work may occasionally require shifting hours from week to week and weekend availability.

REGISTRATION, CERTIFICATION AND/OR LICENSURE

A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 90 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
