GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs highly complex (senior-level) managerial work administering the daily operations and activities of the Information Technology Services Division (ISTD) Application Services Manager Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating Applications activities and functions; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

Manages day-to-day activities of staff in the ITSD Application Services Development team.

Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.

Oversees the development of software applications and enhancements to existing applications, including support for commercial off-the-shelf (COTS) applications.

Oversees the analysis, designs, plans, diagrams, verification procedures, etc., for existing and proposed computer applications.

Schedules and assigns projects and/or tasks to staff, establishing and monitoring goals and objectives.

Oversees applications design and development activities, ensuring functional and business requirements, quality, security, and all other goals are met.

Ensures state and agency policy and process are followed in all team activities and makes recommendations for improvements.

Works with ITSD leadership to identify future resourcing and capacity needs, including developing technical specifications and requirements.

Oversees development and implementation of specialized programs to supplement and enhance applications systems software.

Collaborates with peers, business partners, and leadership to ensure developed software is appropriately tested and ensures resolution of software program and design errors.

Confers with ITSD leadership to develop strategic plans and long- and short-term goals for the department.

Develops and implements techniques for evaluating Auxiliary Applications team activities.

Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures.

Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.

Identifies areas of needed change and makes recommendations to improve operations.

Provides technical expertise and guidance regarding questions related to the Application Services Development team.

Oversees the implementation of changes resulting from new legislation.

Oversees special investigations, program analyses, research studies, and internal audits.

Supervises the work of others.

Performs related work as assigned.

Qualifications:

MINIMUM REQUIREMENTS

Education and Experience

Bachelor's degree in computer science, computer information systems, management information systems, or a related field.

Minimum of five (5) years progressively responsible experience in management of design and implementation experience in IT or similar management role, with a deep knowledge in SDLC, and four (4) of those years shall include full-time experience in an IT development, design and technical aptitude and devops role.

Must have three (5) years managerial/supervisory experience with consideration of roles as a lead or program coordinator/manager.

Experience may be concurrent.

Experience may be substituted for education on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

Licensure and/or Certification

Must possess and retain a valid driver's license from state of residence.

PREFERRED REQUIREMENTS

Experience analyzing, developing, and/or supporting application development projects at a state of Texas agency is preferred.

Experience analyzing, developing, and/or supporting application development projects in a supervisory or managerial level at a state of Texas agency is preferred.

Project Management Professional (PMP) certification is preferred.
