Why does the job exist?
The purpose of this position is to lead the Hazardous Waste Bureau Waste Isolation Pilot Plant (WIPP) Program as Program Manager. The WIPP Program provides oversight for the US Department of Energy's WIPP state issued Hazardous Waste Facility Permit.
How does it get done?
- Identify the objectives, goals, and organizational plans of the Waste Isolation Pilot Plant (WIPP) Group to ensure compliance with regulatory and public participation requirements
- Ensure compliance with the WIPP Permit to protect human health and the environment
- Regularly address budgetary issues in collaboration with the Bureau's financial staff
- Analyze information from team members to make informed decisions that guide the WIPP Permitting program in alignment with NMED's mission
- Engage in strategic planning and maintain strong working relationships with financial staff
- Handle administrative, financial, technical, and programmatic responsibilities, including developing new regulations and processes and attending high-level meetings as needed

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate
The ideal candidate will have experience in the following:
- Strong leadership and management skills to oversee environmental programs, budgets, and staff, including technical contractors
- Implementing the Resource Conservation and Recovery Act and Hazardous Waste Act regulations, with knowledge of permitting and compliance
- Conducting audits and inspections of federal facilities for regulatory compliance
- Self-starter with excellent organizational skills, capable of anticipating organizational needs, and proficient in both short-term and long-term planning
- Effective communication with strong writing skills
- Ability to work in a fast-paced office environment, follow directions, meet short deadlines, and drive systems and workflow process improvements
Minimum Qualification
Bachelor's Degree in Environmental Science, Animal Science, Natural Science, Biological Science, Physical Science and/or chemistry and six (6) years of work experience in environmental science, animal science, natural sciences, biological science, physical science and/or chemistry. Substitutions apply. See Substitution Table below. three (3) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment.

Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, reaching, and lifting to 25 lbs. may be required. Up to 15% of travel may be required.
