The Grants Management Bureau of the Department of Public Safety serves as the State Administering Agency for the State of New Mexico. As a part of the Administrative Services Division, the Grants Management Bureau is responsible for federal and state grant administration, planning, coordination, leadership, and technical assistance for law enforcement services throughout New Mexico. Through these efforts, the Grants Management Bureau assists state, and local agencies with obtaining comprehensive funding toward improving New Mexico's overall response to crime issues.

The Grants Program Coordinator I position will manage and oversee various federal grant programs for the Department of Public Safety. This position will serve as an administrative and fiscal monitoring liaison for the assigned grant programs. Position responsibilities include fiscal and programmatic management of grant requirements as outlined by federal standards, specifically the Uniform Grant Guidance.

How does it get done?

The Department of Public Safety is seeking a Grant Management Program Coordinator to manage and oversee various federal grant programs. This role is crucial for supporting not only our department but also state and local agencies in securing comprehensive funding to enhance New Mexico's response to crime issues.

Key responsibilities will include but are not limited to the following:

- Grant Administration: Manage monthly billing, invoicing, and reconciliation of designated projects.

- Budget Tracking: Monitor daily budgets to ensure proper and available grant expenditures.

- Reimbursement Processing: Handle monthly reimbursement requests for internal and external stakeholders.

- Grant Application Planning: Play a vital role in planning and formulating grant applications, including budgeting and projecting program costs.

- Reporting: Ensure timely submission of federal reports, including grant amendments, performance metrics, program extensions, federal financial reports, and responses to federal inquiries.

- Sub-recipient Monitoring and Compliance Assessments: Conduct yearly site visits for each sub-grantee or project.

- Training and Technical Assistance: Provide training and technical assistance to internal and external sub-grantees as needed.

- Sub-grant Amendment Review: Review sub-grant amendment requests and processes, offering recommendations for approval or denial to the NMDPS Cabinet Secretary via the Grant Management Bureau Supervisor.

Who are the customers?

Work is performed for internal and external customers to include, but not limited to all state agencies; state funded educational institutions, all statewide law enforcement agencies; municipal and local bodies of government and the New Mexico Department of Public Safety.

Ideal Candidate

The ideal candidate will have work experience and knowledge in the programmatic and fiscal management of federal grant programs. This will include not limited to the following:

1. Developing, administering, and mint monitoring the grant program.
2. Experience in project management and program development related to law enforcement programs, social services and working with statewide initiatives and agencies.
3. Experience and financial grant review, project reconciliations and budgeting.
4. Knowledge of federal grant application processes and procedures.
5. Experiencing completing federal grant reporting requirements by deadline.
6. Facilitating sub recipients monitoring based on federal guidelines.
7. Leading meetings, conducting trainings, public speaking, and delivering presentations.

Bachelor's Degree and three (3) years program administration or project management in areas related to the purpose of the position. Substitutions apply. See Substitution Table below.

Employment Requirements

Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.

In addition, the selected candidate must possess and maintain a valid driver's license and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Certificate within six (6) months of date of hire.

The selected candidate will work with highly confidential and high-volume data flow must have the ability to complete assignments with a high level of accuracy within strict time constraints as well as, handle multiple tasks and request from several people at once.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Possible exposure to irate clientele. Some statewide travel may be required. Incumbent will work under stress and frequent time constraints. Must have own mode of transportation for work-related travel.
