Job Description

Plans, conducts and coordinates programming application activities for New York City Health + Hospitals Corporation Laboratories. Develops statements of problems and requirements, designs system, develops applications and writes supporting documentation. Works with system users to define business and functional requirements. Troubleshoots and resolves problems; develops user and operational documentation.

Duties & Responsibilities

  • Plans, conducts and coordinates programming application activities for New York City Health + Hospitals Corporation Laboratories. Participates with system users in the investigation and evaluation of new proposals and system requirements.
  • Codes, tests and documents moderately to highly complex scenarios within the LIS environment. Prepares or modifies job control language and tests the implementation for conformance to the design.
  • Assists in preparation of systems specification including revising manuals, design of forms and computer output and documenting user procedures. Performs functions of total computer design for moderately to highly complex problems including specification of interfaces, file content and format, and general logic considerations.
  • Develops and executes unit test programs to ensure correctness of implementation.
  • Prepares work plans for all assignments and reports progress of plans to Project Leader.
  • Designs and develops user and operational documentation.
  • Establishment and execution of the steps required to implement upgraded laboratory software systems including consolidating multiple systems.
  • Coordination of the activities of vendor staff, EITS staff and laboratory staff in the system change and upgrade preparatory tasks.
  • Provision of 24/7 on-call support on a rotational basis to maintain production system(s)
  • Maintain users in applicable applications for laboratory/point of care solutions.
  • Maintain production build in existing systems via the established H+H change control processes to accommodate changes/issue resolution requests from the clinical laboratory.
  • Performs related duties, as required.


Minimum Qualifications
1. A Masters degree or advanced clinical degree from an accredited college or university and one (1) year of experience gathering and documenting business, clinical, and/or functional requirements using interviews, document analysis, workshops, surveys, site visits, business process descriptions, scenarios, business analysis, task and workflow analysis or related in a clinical, allied health, non-allied health, behavioral health, information technology, information services, business, analytics or related area; or, one (1) year of experience in a relevant clinical and/or healthcare administration role/function; or
2. A Baccalaureate degree from an accredited college or university and three (3) years of experience as described above; or
3. A satisfactory combination of education, training, and experience.
4. Specialty certification(s) issued by a national commercially available program, state, professional society, academic or technical institution in an area(s) listed above, may be credited on a month-to-month basis toward the required work experience for a total of one (1) year.

Department Preferences

Knowledge, Skills, Abilities and other Requirements:
  • Highly knowledgeable in the features and function of the laboratory and blood bank systems including interfacing with instruments.
  • Experience with various types of blood products, point of care and laboratory test results.
  • Experience in system documentation including requirements definition and mapping to required system functionality
  • Good end user presentation skills. Able to communicate technical information to users in a non-technical manner Good problem- solving skills in resolving issues with complex healthcare systems.
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
  • Strong PC computing experience (e.g. Microsoft ® Office, Windows ® operating systems)
  • Experience implementing, troubleshooting, or using clinical software applications is preferred, but will consider similar experience with other types of applications.
  • Participate in special projects as needed and perform other duties as assigned
  • Must be able to work independently as well as work as part of a fast-moving team
  • Able to coordinate with various teams within EITS and externally to move projects forward and escalate potential risks/issues in a timely manner

Other Preferred Skills:
  • Experience in implementing Point of Care and laboratory systems in a large multifacility environment
  • Able to manage a complex project with multiple locations and user groups with minimal supervision
  • Good knowledge of health system interfaces including ADT, clinical information and billing
  • Experience interfacing systems/devices with Cerner Millennium, including iBus interface for medical devices
  • Familiarity with implementing systems and processes for downtimes and disaster recovery
  • Knowledgeable in Point of Care and laboratory test menus/ middleware integration.
