General description
The Property Tax Assistance Division is actively looking for an individual with experience providing extensive customer service to property owners, arbitrators, tax offices, legislators, property tax professionals and appraisal districts through phone, email, and written correspondence.
This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Qualifications:
Minimum Qualifications:
• Graduation from an accredited four-year college or university.
• Three (3) years' experience conducting research, solving, and responding to complex issues, and providing technical assistance
Preferred Experience:
Substitution:
One additional year full-time work experience related to conducting research, solving and responding to complex issues and providing assistance may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours.
Licenses/Certifications:
A valid Texas (or state of residency) driver's license and a satisfactory driving record are a condition of employment.
Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months; valid Texas driver's license (or state of residency driver's license); and current proof of automobile insurance.
Preferred:
Texas Department of Licensing and Regulation (TDLR) Registered Professional Appraiser (RPA) or a Registered Texas
Assessor-Collector (RTA):
- working towards or holding an active RPA or RTA certification with TDLR
- hold an inactive RPA or RTA certification that is eligible for reactivation with TDLR
- be eligible and willing to earn RPA or RTA certification with TDLR

- Graduation from an accredited four-year college or university with a bachelor's degree in business, communications,
economics, English, finance, government, management, political science, public policy, real estate, or related fields. - Experience in the property tax field.
- Experience in government in a state agency, local government entities or legislative office.
- Experience using advanced Microsoft suite programs, and Adobe Acrobat to develop and edit documents.
- Experience providing in-person or virtual training and/or giving presentations to large audiences.
- Experience compiling, analyzing, and summarizing data.
- Experience reviewing and monitoring legislation.

In this role you will:
- Act as subject matter expert for property tax matters.
- Develop, edit, and/or revise related informational materials including forms, publications, website content, one-pagers,
and/or training materials. - Update and maintain informational materials to reflect legislative and other property tax changes.
- Review and draft administrative rules and rule amendments.
- Research property tax issues and makes appropriate recommendations for the administration of agency functions. Provide legislative review and analysis; assist in drafting legislative talking points, bill analysis, and legislative implementation; may provide testimony.
- Answer property tax related telephone calls; conduct research and prepares answers to questions. Compose, type, and proof written responses and prepare requested information data. Maintain logs of questions received and answers provided. Respond to information requests by telephone, email, fax and written correspondence.
- May act as liaison between agency and industry stakeholders. May prepares and presents property tax information and/or training materials to outside organizations on request.
