This position provides fiscal support to the Population and Community Health Bureau. The Financial Specialist - Operational would be responsible for providing accounts payables and procurement support for upward 300 goods and services encumbrances annually, including but not limited to: office supply orders, advertisements, rent of property and equipment and 200+ contracts, memorandums, general services and provider agreements. This position will also assist with various fiscal requests at any time for the 80+ bureau staff positions (FTEs). This position would provide operational support to Albuquerque staff, Bureau Chief, Deputy Bureau Chief and Bureau Administrator in areas such as equipment maintenance, property lease management, travel and training requests and state vehicle liaison support.

Why does the job exist?

The Financial Specialist Advanced is responsible for providing procurement, accounts payable and contractual support for the Population and Community Health Bureau - Albuquerque/Santa Fe offices and assist with fiscal requests at any time for the 80+ bureau staff positions (FTEs). This position would also provide advanced guidance and support to the other three (3) Financial Specialist positions. Along with support to the Bureau Administrator and Bureau Chiefs in areas such as: Property Management, Fixed and Capital Assets and State Vehicle Fleet.

How does it get done?

This position will ensure adherence to the State's procurement code for purchases, accounts payable and contractual obligation instruments for the Population and Community Health Bureau. This position will also develop, process and facilitate contractual obligation instruments including, but not limited to Professional Services Contracts, Joint Powers Agreements, Memorandum of Understanding, Requests for Proposals and Provider Agreements. It will ensure accurate tracking and monitoring of contractual obligation instruments, procurements and payables using the SHARE - Financials system and Microsoft Office Suite (to include, Excel, Word and Outlook). Responsibilities would include numerous deadlines and the ability to manage multiple assignments concurrently. A majority of data entry in complex data management systems is also a required responsibility.

Who are the customers?

Internal customers include bureau staff, division staff and departmental staff. External customers will include all contractors, suppliers and New Mexico residents.

Ideal Candidate

1.) Advanced experience in SHARE - Financials system, 2.) Advanced Microsoft Excel experience, 3.) Excellent Customer Service Skills and 4.) Experience in providing guidance and support to teammates.

Minimum Qualification

High School Diploma or Equivalency and two (2) years of experience in bookkeeping, accounting and/or finance. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid driver's license. This position requires a minimum of 2 years SHARE - Financial experience.

Working Conditions

This position includes activities carried out in an office setting, with considerable and constant exposure to visual/video display terminal (VTD) and personal computer use, extensive phone usage, and extended periods of sitting. Statewide travel, with the possibility of out-of-state travel and/or overnight travel, is required.
