Why does the job exist?
This position ensures all procurement methods and contacts are processed in accordance the New Mexico State Procurement Code, Model of Accounting Practices, and all other state or federal laws, rules or regulations including applicable federal grant awards. In addition, this position also serves as the agency's Contracts Specialist to create and process contractual agreements for DVS They act as the subject matter experts for all procurements and provide guidance to agency staff on allowable procurement methods. This position oversees the request for proposals, invitations to bid and provides guidance to agency staff regarding these procurement methods. They are responsible for oversight of the agency's procurements throughout the fiscal year and will be actively involved in Year End Closing processes and audit requests. This position acts as the primary Chief Procurement Officer for our modest agency.
How does it get done?
The position performs a full range of duties involved in the procurement or contract processes for the NM Dept of Veteran Services; This position will audit procurement requests submitted by divisions staff to determine the accurate procurement methods, account codes and required back up documentation, they will create purchase orders, Process change orders to existing purchase orders, run purchasing reports in SHARE, close out zero balance purchase orders, assist department staff with questions regarding purchasing along with providing training to staff. This position will serve as primary contact for all contract and procurement related items including addressing questions or issues from program staff. They will collaborate with assigned program staff on submission of all contacts and supporting documents and ensure documents are complete, accurate and timely. They will work closely with CFO, DVS ASD/ division staff/ General Counsel/ General Services Contracts Review Bureau/Department of Finance and Administration and Taxation and Revenue.

The NM Department of Veterans Services divisions and the vendors/subcontractors anticipating payment.
Ideal Candidate
The ideal candidate will be someone who has the ability to work in a team environment, has SHARE financial experience, strong written and oral communications skills, and familiarity with NM Procurement Processes.
Minimum Qualification
Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement and/or warehouse clerking. Substitutions Apply. See Substitution Table below.
