Under administrative direction, plans, directs and oversees statewide guidance to counties and/or providers and project participants to ensure compliance with state and federal laws, rules and regulations: oversees and directs development of rules, policies, procedures and program guidelines (e.g., not all inclusive but including programming and/or licensing/certification for early intervention (EI), early care and education, substitute care settings, placement services, state and federal Part C regulations; assisting other Department of Children and Youth divisions as needed in rule development providing support for all DCY certified setting types.); serves as the Part C Coordinator for the state, analyzes and interprets federal and state statutes governing early intervention, early care and education and placement, ensures compliance with statutory requirements; conducts legislative reviews on new federal and state legislation. In collaboration with other DCY divisions & state agencies, plans and monitors implementation of the Individuals with Disabilities Education Act (IDEA) by directing & man-aging development, integration, implementation & evaluation of projects & initiatives for the Part C EI program. Provides technical consultative assistance to EI provider organizations or networks, project participants, County Department of Job and Family Services (CDJFS) program administrators, public and private children services agencies, school districts; designs and reviews statewide implementation and operational strategies to improve early intervention, early care and education and placement services; analyzes fiscal impact and makes budgetary recommendations regarding delivery of service systems statewide; represents DCY at statewide conferences, meetings, briefings and training; makes presentations regarding early intervention, early care and education and placement programs; writes position papers and drafts speeches; prepares and oversees preparation and maintenance of reports and training materials related to early intervention, early care and education.

Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development.

Performs other related duties as assigned (e.g., conducts and participates in staff meetings; travels to attend trainings, conferences, and seminars; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Qualifications

Completion of undergraduate core program in social or behavioral science or pre-medicine; 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; 6 mos. exp. in management; 12 mos. exp. in supervisory principles/techniques.

-Or completion of graduate core program in social or behavioral science or medicine-related field; 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; 6 mos. exp. in management; 12 mos. exp. in supervisory principles/techniques.
