At Ohio Department of Mental Health & Addiction Services (OhioMHAS) and u nder general direction of the Human Capital Management Administrator 2, the leader in this position:
  • Oversees and provides strategic direction and oversight for the agency benefits unit, including absence management (e.g., Disability, FMLA, Workers' Compensation), state insurance benefits (e.g., health, dental, vision, life, COBRA), payroll (e.g., bi-weekly processing, OPERS), and unemployment.
  • Provides high level strategic planning and advises supervisor regarding HR/agency strategic initiatives, process improvement and administration.
  • Sets short and long-term goals for assigned HR programs, makes recommendations for efficiencies at the agency level to supervisor.
  • Oversees the Wellness Program (e.g., acts as liaison for agency to DAS wellness program, implements program policies and procedures, oversees facilitation of agency wellness activities, markets events to agency employees).
  • Directs and oversees administrative projects for the HR office as assigned. Provides continuous feedback to supervisor on areas where daily operations cross over new initiatives.
  • Supervises assigned staff (e.g., monitors & assigns work, interviews, selects & trains new employees, reviews requests for use of benefits in accordance with established policies, conducts employee performance evaluations at designated time frames and may recommend discipline).
  • Acts as liaison between HR and other internal & external customers (e.g., Department of Administrative Services, ODJFS, Sedgwick, OPERS).
  • Attends meetings & hearings to represent the agency (e.g., unemployment, SPBR, Disability, Workers Compensation).
  • Provides technical assistance to agency managers concerning HR operational practices and procedures both in person and writing (e.g., policies, payroll guidance, informational meetings, trainings).
  • Research and/or directs research of complex issues (e.g., settlements/disability calculations) and resolves discrepancies (e.g., unused OPERS contributions, leaves of absence, leave balances, service credit).
  • Participates in case management activities and directs staff; reviews proposed/new laws, rules and guidelines regarding state benefits programs and payroll activities and advises supervisor of impact.
  • Assists supervisor & HR Chief in special projects and/or investigation of special and highly sensitive issues (e.g., IG investigations regarding time and attendance issues, SPBR cases, issues regarding unusual circumstances surrounding payroll/tax/retirement and/or disability separation/retirement).
  • Performs related administrative work: writes/drafts or directs development of reports and/or policies (e.g., data analysis of unit trends, agency directives, HR letters, and agency communication).
  • Attends meetings and/or training sessions to keep abreast of changes in laws, rules and procedures affecting assigned operations.
  • Develops and presents training to internal HR staff regarding implementation of process changes.
  • Writes policies & procedures for HR processes.

Qualifications

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications. The ideal candidate, at minimum, must meet one of the following options.

Option 1: Completion of undergraduate core program in human resources, business or public administration; 36 mos. exp. in human resources management or administration which included 18 mos. exp. in supervisory &/or managerial principles & techniques.

Or

Option 2: Completion of graduate core program in human resources, business or public administration; 24 mos. exp. in human resources management or administration which included 18 mos. exp. in supervisory &/or managerial principles & techniques.

Or

Option 3: 12 mos. exp. as Human Capital Management Manager, 64615.

Or

Option 4: Equivalent of Minimum Class Qualifications for Employment noted above.
