Job Duties

Located in the central office Division of Immunization (DOI), supports the operations and administrative management of multiple program agency wide services that are primarily long range in focus through formal supervision of all levels of program staff. Frequent contact with private and public sector employees, citizens, officials, boards and organizations. Responsibilities also include resource management of finances, staff, facilities and equipment. Independently designs and manages operations of immunization programs within agency goals and objectives. A comprehensive knowledge of the programs and services provided as well as the ability to integrate service delivery methods to meet quality and efficiency requirements and the ability to supervise staff are necessary.

Programs and services include but are not limited to Vaccines for Children (VFC), Virginia Immunization Information System (VIIS), Perinatal Hepatitis B Prevention Program (PHBPP), vaccine-preventable disease epidemiology and immunization programs that increase education and access to vaccines in the Commonwealth.

Performance Management
Ensures successful implementation and accomplishment of project goals/objectives and smooth operations of DOI.
Provides guidance/counseling regarding activities; policies and procedures within DOI.
Oversees performance management within DOI.

Program Operations
Manages a comprehensive and diverse system of statewide immunization programs and services.
Evaluates/monitors operational and service effectiveness of multiple immunization programs.
Provides general direction and guidance; ensures effective development, planning and implementation of training and certification.
Provides daily management to support immunization programs; recruitment/ development, establishment of work standards and processes, assignment of primary responsibilities, consultation, final editorial review/approval of recommendations, evaluation of work and problem solving.
Provides daily division office and fiscal management; issues are always addressed immediately and director consulted as needed, streamlines procurement process in accordance with agency policies.
Conducts special studies and projects as assigned within DOI.

Technical Assistance & Legislation
Prepares legislative studies/data analysis; responds to requests for reports/data; prepares briefing/talking points.
Interacts with diverse constituencies on matters relating to operations of administrative/operational immunization programs, resolution of major issues and consulting on legislative issues.
Testifies before committees as requested.
Monitors legislation by attending meetings; follows processes through to determine impact.
Provides technical assistance; responds to inquiries.

Project Review
Prepares/reviews written project analyses and assessments of agreements; communicates difficult projects with supervisor.
Maintains database to track and ensure timely/accurate responses.
Establishes quality indicators and guidelines for published work produced; expectations clearly communicated.
Continuously reviews appropriateness of recommendations; ensures technically correct/supported.

Other Duties
May be required to perform other duties as assigned; may include functions in support of an emergency declaration.

Independence in decision-making and overall management/strategic planning for assigned administrative/business and program functions. General direction from supervisor. Meets/consults on unusual problems/sensitive issues

This is a restricted position, which is solely funded by the CDC VFC and 317 Cooperative Agreement. The availability of funding is scheduled for review annually. Continued employment is contingent on the continued availability of funds.

Minimum Qualifications

Knowledge & experience in administrative & business practices

Knowledge & experience in programmatic & operational controls,

Knowledge & experience in personnel management & budgetary controls

Ability to apply knowledge & skills in program evaluation, analysis & strategic planning

Skills & experience in leadership, interpersonal communications & public speaking,

Experience working with boards, committees, hospitals, local, federal & state agencies

Additional Considerations

Knowledge & experience in principles/practices that support immunization program

Demonstrate knowledge and training of Healthcare Administration, Public Health, Public Administration, Business Administration or similar focus and equivalent relevant management/supervisory experience in Public Health, Health Planning or Healthcare Administration.

Progressively responsible administrative and managerial experience in a governmental/quasi-governmental agency
