Candidates currently residing outside of the Client, will be required to relocate to Texas, if selected for this position and the offer is accepted.

In order to assist in quickly acclimating the Worker to client /ITS, they will be required to attend a virtual onboarding session and to physically pick up agency issued equipment in Austin, TX on their first day of contract. There will be additional appointments and blocks of time that the contractor will need to attend during their first week of assignment. Rescheduling of these events may result in the contractor's start date to be delayed.

Vendors must not include their company names or logos in the Workers' resumes or the workers' personal contact information. A candidate's skills matrix and Candidate Acknowledgement Form must be attached to the resume submission. Please ensure Workers' immigration statuses are clear for the Purchase Order (PO) term disclosed in this solicitation. We do not have the ability to write client letters. Worker Reference Form (Form B) may be requested before a contractor selection is completed. If references are requested, they must include e-mail addresses and telephone numbers for each reference listed. Two of the three required professional references must include managers or project managers from prior engagements.

Client is seeking individuals with the defined skills and qualifications to work as a team with other client contracted resources to produce defined deliverables which will aid the agency in guiding the implementation of large changes to facilitate adoption. This role will provide strategic planning to minimize the adverse effects of organizational changes within the agency and with external stakeholders.

Worker is responsible for the following:
• Evaluate the readiness of the agency's ability to adopt and change by conducting and completing impact analyses and assessments.
• Design, develop, and implement change management strategies and plans for identified projects.
• Engage and support internal client staff, senior and executive leaders; and external stakeholders to include community and federal partners in defining and implementing roles and responsibilities.
• Create actionable deliverables for the core change management plans: Sponsor plan, People Manager Plan, Communications Plan, Training Plan, Resistance Management Plan; and others as identified.
• Lead communication efforts for identified projects.
• Track and report on issues and mitigation actions.
• Define and measure success through metrics.

Experience

7 Required Strong understanding and working experience of change management principles, methodologies, and best practices

7 Required Excellent communication, presentation, and interpersonal skills

7 Required Problem solving and root cause identification skills

7 Required Ability to build strong relationship with stakeholders (internal and external) and influence without authority

7 Required Experience with large scale organizational change efforts

7 Required Experience conducting change management assessments

7 Required Experience in creating actionable deliverables for core change management plans.

7 Required Experience with the Microsoft Suite of tools (Excel, Word, PowerPoint, Visio, MS Project and SharePoint)

7 Required Strong communication - verbal, written - skills with all levels of an organization to include direct delivery staff up to executive level leadership.

7 Required Strong presentation and facilitation skills for leading work sessions and team meetings.

5 Required Project management experience for enterprise level Projects

5 Required Certification in change management

1 Preferred Awareness or knowledge of DFPS systems and programs
