The Division of Personnel Management, Human Resources Region 2, is seeking to fill a Payroll & Benefits Specialist position at either the entry or Advanced level. This position is located at the Department of Corrections' (DOC) central office in Madison, WI. Region 2 provides HR services to the DOC.

Position Summary

This position provides complex payroll and benefits functions for the DOC and coordinates the bi-weekly payroll and fringe benefits functions for their assigned employees and presents complex payroll and benefit orientation sessions at New Employee Orientation. This position also advises and counsels employees on wages and benefits; interprets pay and leave provisions affecting permanent, project and LTE employees; and is responsible for creating and testing worksheets that will enable Institution Payroll and Benefits Specialists to do their functions more efficiently with fewer errors. This position will help train Central Office Payroll and Benefits Specialists and Institution Payroll and Benefits Specialists.

Salary Information

This position is in pay schedule and range 81-05 at the entry level and 81-04 at the Advanced level with a starting pay between $26.50/hour - $38.05/hour. Pay will be set in accordance with the Compensation Plan and Wisconsin Administrative Code in effect at the time of hire. A 12-month probationary period is required.

Job Details

Applicants must be legally authorized to work in the United States (i.e. a citizen or national of the U.S., a lawful permanent resident, or an alien authorized to work in the U.S. without sponsorship) at the time of application.

Region 2 will conduct criminal background checks on applicants prior to selection. Upon hire, all new employees in Region 2 are subject to fingerprinting.

NOTE: This position will be eligible to work remotely up to 3 days per week, after an initial training period of approximately 3 months.

Qualifications

Minimally qualified candidates will have experience:

• Performing payroll and/or benefits administration tasks such as processing bi-weekly payroll, auditing/reconciling payroll transactions and adjustments, and reconciling benefits transactions.

• Interpreting, developing, and revising policies or procedures related to payroll and/or benefits administration.

• Using a Human Resources Information System (HRIS) for payroll or benefits administration, such as PeopleSoft, Kronos, ADP.

• Creating and managing reports, spreadsheets, memos, etc. to be used in a professional setting

In addition to the above, well-qualified candidates will have experience:

• Working with State of Wisconsin policies and procedures related to payroll and benefits administration.

• Using PeopleSoft to process payroll or benefits activities.

• Performing payroll & benefits tasks in an organization with 100 or more employees.

• Working as a liaison or central point of contact for an organization with multiple geographic sites.
