Job Duties

The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts.

This position sits within the Division of Pharmacy Services of the Virginia Department of Health. The Division of Pharmacy Services supports the Department of Health in its public health mission by providing vaccines, pharmaceuticals, pharmaceutical services, and biologicals to other divisions within the Department of Health and to local health departments.

The Pharmacy Partner Program Manager supports the delivery of a statewide naloxone distribution program. This position independently designs and manages programs within agency goals and objectives, provides short-term and long-range planning, and collaborates with all levels of program staff. Manages, monitors, and evaluates program grants, outcomes, and finances. Initiates frequent contact with federal, state and local representatives, private and public sector employees, citizens, officials, boards, and organizations. Responsibilities also include resource management of staff, facilities, and equipment. A comprehensive knowledge of assigned Pharmacy programs and services provided as well as the ability to integrate service delivery methods to meet quality and efficiency requirements and the ability to effectively manage resources are necessary.

This position expands VDH's reach to high-risk individuals by partnering with organizations working with individuals at high-risk of witnessing or experiencing an opioid overdose and providing naloxone to reduce harm associated with drug use.

This position may have occasional travel in state and out of state to support onsite meetings within Central Office and Local Health Districts, as well as attendance for Conferences, training and education 10-20% of the time.

Minimum Qualifications

• Knowledge and experience in principles and practices of pharmacy operations and program administration
• Knowledge and experience in administrative and business practices, programmatic and operational controls, resource management and budgetary controls
• Ability to apply knowledge and skills in program evaluation, analysis and strategic planning
• Skills and experience in leadership, interpersonal communications and public speaking, working with boards, committees, hospitals, local, federal and state agencies
• Experience and ability to provide training and direct the work of others, maintain effective working relationships with staff, community partners, and others, and communicate effectively orally and in writing

Additional Considerations

• Prior managerial/programmatic/operational experience in a public health setting
• Experience in local or state government, preferably in public health
• Experience in opioid response
• Experience managing relationships between state agencies
• Experience as a Project Manager
• Experience in inventory management of pharmaceuticals
