What You'll Do:

The Legal Department of the State Medical Board of Ohio is looking for an independent, organized candidate that is energetic and detailed oriented to assist in program direction by supporting the Chief Legal Counsel (CLC) in a variety of difficult administrative duties. The successful candidate will possess excellent customer service skills and the ability to treat sensitive information with the utmost confidentiality.

The job duties include, but are not limited to the following:
  • Independently directs & implements Board Order program by coordinating, tracking & responding to documentation for summary suspensions, notices of opportunity & requests for hearing, adhering to complicated legal deadlines.
  • Finalizing & obtaining signatures for Board orders & consent agreements.
  • Completes federally mandated quarterly compliance review for the National Practitioner Data Bank (NPDB) & Federation of State Medical Boards (FSMB).
  • Updates licensure status information in e-License database & updating information on Board's website.
  • Serves as lead coordinator for preparation of hearing records for appeals filed with Franklin County Common Pleas & Court of Appeals, updating case record files & issuing hearing subpoenas for administrative hearings.
  • Assists the CLC & attorneys with the rule making process by performing non-routine administrative duties (i.e., independently formulates decisions &/or judgements involving non-legal interpretation of policies & procedures).
  • Prepares the rule spreadsheet for each rule & rule schedule for monthly Board meetings.
  • Inputs draft rules & amendments in the Rule Authoring Software (RAS).
  • Assists with the posting of the rule circulation documents, monitors & updates pending rules & disciplinary actions on the Board's website.
  • Provides rule filing notification for initial circulation, Common Sense Initiative (CSI) & Joint Committee on Agency Rule Review (JCARR) filing of rules.
  • Maintains copies of comments received through the rulemaking process.
  • Maintains an email list of interested parties to receive rule updates.
  • Works with the Board's Hearing Unit to schedule public rules hearings.
  • Assists the CLC & attorneys with preparation of the hearing script, exhibits & hearing summary report for the public rules hearing.
  • Provides information to the Board staff & interested parties regarding the final rules & effective dates.
  • Assists attorneys with public record request responses & subpoena responses by monitoring, reviewing & acknowledging public records by email for requests & logging..
  • Operates a personal computer using primarily Microsoft Office (e.g., Word, Excel, Adobe, Salesforce, RAS) to prepare & produce typed copies.
  • Performs miscellaneous support duties as assigned, to facilitate operational efficiency of agency.
This position is unclassified and overtime exempt.

Qualifications

4 yrs. trg. or 4 yrs. exp. in business administration management science or public administration.

-Or completion of undergraduate core program in business administration, management science or public administration; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position.

-Or completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development.

-Or 1 yr. exp. as Program Administrator 1, 63122.

-Or equivalent of Minimum Class Qualifications For Employment noted above
