Job Description

This Senior Financial Analyst position will support efforts to invest in health services throughout the NYC Health + Hospitals system, with a focus on evaluating the cost and benefits of investments in Ambulatory Care and Population Health. This position will be focused on developing financial analyses related to new and/or growing ambulatory care and population health programs and services. This position will assist primarily with the Public Health Corps.
  • The Public Health Corps is a city-funded program to embed over 250 Community Health Workers (CHWs) in H+H facilities to provide care management services to H+H patients engaged in primary care and behavioral health. The analyst will participate in developing return on investment (ROI) analyses, assist with implementing budget updates, and prepare updates for key stakeholders.

The Senior Financial Analyst will be a liaison between operational/program and finance staff/leadership for expertise, including expense, revenue, and operations. The Senior Financial Analyst will need to become well-versed in the full breadth of Health + Hospitals health services and initiatives within their area of focus; understand the role of services including primary care, emergency medicine, behavioral health, care management; help assess the return on investment (ROI) of the Public Health Corps program; and maintain a deep understanding of operational and programmatic impacts on budget.

General tasks and responsibilities will include but not be limited to:
  • Create and/or review fiscal models to demonstrate the fiscal impact of new and expanded initiatives.
  • Research and communicate background information for proposed initiatives to provide context for decision-makers.
  • Develop tools, resources, and methodologies to support the creation or analysis of fiscal models.
  • Develop and apply knowledge of fee-for-service and value-based payment methodologies for healthcare services
  • Leverage data expertise throughout Health + Hospitals to support analytical work within the Corporate Budget & Fiscal Planning team.
  • Gather and analyze data and prepare reports in response to requests from upper management.
  • Inform Finance leadership of emerging issues and, where needed, recommend solutions.
  • Liaise between operational/program and finance staff/leadership for expertise, including expense, revenue, and operations
  • Work with other Budget Team members to translate financial models into modifications to corporate and facility budgets as needed.
  • All other assignments as needed


Minimum Qualifications
1. A Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or
2. A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or
3. A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required. Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement. Appropriate full-time teaching experience in an accredited college or university may be substituted on a year-for-year basis for the required general experience and appropriate full-time teaching experience in a position of professional rank may be substituted on a year-for-year basis for the required supervisory, administrative or consultative experience.
