BRIEF POSITION SUMMARY

Performs highly complex (senior-level) construction, restoration, renovation, maintenance, and groundskeeping work. Performs building maintenance and repair work to include renovation, restoration and alteration. May oversee the work of others. Reports to the Maintenance Supervisor and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

WORK HOURS: Tuesday - Friday, 10 hours a day, 40 hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Coordinates building construction, repair, renovation, and restoration projects.
  • Performs administrative functions required to support the Planning Resources for Infrastructure Development and Evaluation (PRIDE) data base work order system.
  • Performs maintenance, repair, or inspection work on electrical, plumbing, air conditioning (AC), and mechanical equipment.
  • Inspects structures, evaluates work to be performed and determines the best method for performing maintenance and repair work.
  • Inspects equipment, machinery, systems and building accessories and appliances to ensure proper maintenance and repair.
  • Examines and interprets drawings, diagrams and blueprints.
  • Maintains and repairs doors, locks, panic hardware, hinges, frames, automatic door devises, track, springs and closures.
  • Maintains and repairs electrical outlets, control panels, switches, fixtures, and accessories; replaces and reseats brushes on motors; and splices wires and cables.
  • Performs maintenance and repairs on toilets, sinks, water fountains and can repair leaks, miscellaneous repairs in plumbing field.
  • Participates and installs motors and thermostats.
  • Mounts motors and lighting fixtures into position and completes circuits according to diagram specifications.
  • Maintains and repairs electrical systems, apparatus, and electrical components of machinery and equipment.
  • Identifies defects in wiring, circuit breakers, fuses, switches, sockets, and other elements and replaces faulty switches, circuit breakers, fuses, sockets, and other elements of electrical systems.
  • Requisitions materials and equipment, maintains records of materials used, calculates material and labor costs, and orders parts and supplies to complete work orders.
  • Repairs or oversees repairs to electronic equipment.
  • Assembles, installs, repairs and maintains modular furniture systems.
  • Performs workshop operations to fabricate specialized items needed for project work or to refinish furniture, doors, and paneling.
  • Assists in implementing the PM program that pertains to the building and ground maintenance.
  • May oversee the work of others.
  • Performs welding, brazing, or soldering operations to reconstruct or fabricate metal work.
  • Oversees and performs grounds keeping work as required.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include on holidays and weekends.
  • Performs related work as assigned.




Qualifications:

MINIMIUM QUALIFICATIONS

EDUCATION:

  • Graduation from a standard senior high school or equivalent (GED) is required.


EXPERIENCE:

  • Three years of experience in construction, maintenance, and/or repair work is required.
  • Experience using Microsoft applications (such as Microsoft Word, Excel and Outlook) is required.


PREFERRED EXPERIENCE:

  • Vocational training in a designated trade is preferred.
  • Experience performing electrical, HVAC, plumbing, and ground maintenance is preferred.


REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
  • Electrical, HVAC or Plumbing Certification is preferred.


OTHER REQUIREMENTS:

  • Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • building materials, plumbing, electrical, AC units, welding and miscellaneous maintenance techniques; and
  • construction practices and terminology.


Skill in:

  • communicating effectively both orally and in writing.
  • verbally expressing information in a clear and concise manner; and
  • operating computers using Microsoft Office Suite to include Outlook, Word, Excel and Access.


Ability to:

  • apply proper methods, techniques and procedures in the maintenance and repair of buildings and related equipment;
  • read and interpret drawings, diagrams and blueprints;
  • follow through until projects and/or any corrective measures are completed;
  • interpret policies, procedures and regulations;
  • establish effective working relationship; and
  • work in a team environment.


PHYSICAL/WORKING CONDITIONS

Work is performed both inside and outside. When inside, incumbent is exposed to normal office temperatures and noise. When outside, incumbent may be required to work in and be exposed to seasonal inclement weather. Work typically involves standing, walking, and working with hand and power tools for extended periods of time. Frequently lifts, carries, moves, and/or sets up equipment and materials that weigh up to 100 pounds. Must be able to lift/carry 50 lbs of field gear and able to perform fieldwork that sometimes involves walking long distances and exposure to potential hazards (heat, rain, insects, snakes, etc.). Requires the ability to travel approximately 50% of the time.
