Job Description

Purpose of Position :

Under direction of the Director of Health Care Standards, develops, plans, coordinates and monitors the professional and medical aspects related to the delivery of health care services and assures the maintenance and attainment of quality care as mandated under Federal, State and local legislation. In collaboration with the Director, formulates and evaluates programs and projects of the Office and supervises the functional programming activities of discrete units or groups directed toward accomplishing the Division's objectives.

Examples of Typical Tasks :
1. Formulates and develops methods and procedures for monitoring and evaluating implementation and maintenance of health care standards to assure attainment of quality care and to meet mandated legislative and administrative standards.
2. Monitors and coordinates the review processes of assigned programs for health care standards and service programs to determine if programs are meeting the health care needs, objectives and goals of policies and procedural guidelines.
3. Develops operating policies for adherence to broad policies and objectives of Utilization Review Programs and Professional Standards Review Organizations.
4. Coordinates functional activities of the Health Care Standards with other Corporate organizational units and maintains liaison with internal and external sources and with key officials.
5. Reviews experimental models and design for health care delivery systems to assure delivery of quality care standards.
6. Provides guidance to health care facilities for establishment and maintenance of utilization review, quality assurance and discharge planning programs which conform to State, Federal and JCAHO requirements and counsels to resolve operating problems.
7. Reviews City, State and Federal regulations relating to compliance reviews and advises personnel on how to improve programs for full compliance.
8. Develops and evaluates training programs for in-service training and professional development of hospital-based personnel where activities related to utilization review, PSRO organizations and health care standards programs.
9. Designs and monitors evaluation activities relating to quantity and quality of HHC data, including special study of SMS Medical Information.
10. Designs and/or reviews performance audits and makes recommendations to improve effectiveness and to assess quality standards of health care delivery.
11. Advises Director on policy and procedural changes, utilization and development of staff, implementation of productivity goals and makes recommendations for improvements in design of health care standards programs.
12. Participates in meetings, may plan conferences, seminars with health care groups, medical and professional health care organizations and hospital medical authorities related to special medical programs, health care standards and practices.
13. Supervises the staff assigned to departmental activities or units and provides professional and administrative directions.

Minimum Qualifications

Qualification Requirements :
1. A Baccalaureate Degree from an accredited college or university in Health Administration, Public Administration or approved related program; and,
2. Six years of full-time, paid experience of progressively responsible level in hospital administration with particular emphasis on development and evaluation of health care delivery services; or,
3. A Master's Degree from an accredited college or university in Hospital or Health Administration, Health Care Planning, Public Health, Administrative Medicine, Business Administration, Public Administration or approved related program; and,
4. Five years of full-time, paid experience as indicated in (2); or,
5. A satisfactory equivalent combination of education, training and experience.
