ABOUT THE Division

The Human Resources Division supports the agency's strategic direction by assisting management in meeting staffing needs and managing people. This includes recruiting and hiring staff; on-boarding new hires; coordinating benefits; training and developing the workforce on HR topics; creating and implementing employee engagement initiatives; and facilitating separation. Human Resources' professionals are consultants and business partners; they advise managers and employees on workforce issues and help the agency achieve its business goals.

General description

Join the Human Resources as a HR Generalist. Participates in and/or coordinates multiple components of the Comptroller of Public Accounts, Employee Relations program. Ensures compliance with agency policy and state and federal laws and regulations. Maintains adherence to highest standards of confidentiality regarding employee personnel information, data, concerns, and /or issues. The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. Work Hours:

Work hours are 8 a.m. to 5 p.m. and this position may be eligible for a flexible/hybrid work schedule if certain conditions are met with a hybrid office schedule of 3 days in office and 2 days telework, Monday through Friday, 40 hours. Occasional weekend and/or late-evening work may be required. Actual work hours may change based on business need.



Qualifications:

Minimum Qualifications

• Graduation from a senior high school or GED.

• Two (2) years of experience working performing a variety of office and/or administrative support work.

• Two (2) years of experience working in customer service.

• Experience using Word and Excel.

Preferred Qualifications

• Graduation from an accredited college or university with a degree in Human Resources, Business, or Psychology.

• Experience working in a Human Resources office providing administrative or technical assistance to staff.

• Experience working with the Centralized Accounting and Payroll/Personnel System (CAPPS).

• Experience using computer applications to include Access and/or SharePoint.

• Experience working with Workers' Compensation.

Substitutions

One additional year of full-time minimum experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).

LICENSES / CERTIFICATIONS

Preferred license in one of the following: PHR, SPHR, SHRM-CP or SHRM-SCP.

In this role you will

Serves as the agency's Outside Employment, Bereavement/Emergency Leave, and Wellness Leave, and Expanded/Long-Distance Telework Coordinator.

• Receives requests, review forms for completeness and accuracy, and routes requests for approval.

• Ensures compliance with agency policy and procedures. Determines applicable eligibility for requests.

• Refers outside employment requests to agency's Ethics Officer.

• Updates and maintains each program's accurate records/logs.

• Communicates approvals and/or works to resolve issues with requestors.

• Looks for opportunities to increase efficiencies and reduce redundancies.

• Requests quotes from insurance carrier for out-of-state workers' compensation coverage, completes monthly/quarterly/annual reports through outside carriers, and partners with the State Office of Risk Management related to outside carrier coverage.

Performs budget, purchasing and contract management duties for the division.

• Assists with the division budget and maintains budget spreadsheets. Creates Personnel Requisitions (PRF), and Personnel Action forms (PAF) and supporting documentation. Maintains PAF and Performance Evaluation database.

• Serves as the Purchasing Liaison for the HR department. Verifies vendor compliance using TINS and CICS. Enters requisitions in ISAS/CAPPS. Review invoices for accuracy and forward to Account Payable for payment. Maintains purchasing files per agency records retention schedule.

• Serves as the HR Division travel coordinator.

• Serves as Contract Manager and Monitor for HR contracts. Including:

o DPS (FAST Pass-criminal background checks)

o Employee Assistance Program (EAP)

o American Sign Language

o The Work Number (online employment verification)

o State Office of Risk Management (SORM)

o Information Discovery Systems (credit checks)

o Out-of-State Workers Compensation

Performs administrative functions in support of the division.

• Processes terminating paperwork including clearance checklists, SAO exit survey letters and terminating Personnel Action Forms (PAF).

• Prepares weekly/monthly report of hires, terminations, transfers, and name changes.

• Maintains supporting documentation according to agency records retention requirements.

• Answers phone calls, providing information and resources to internal and external requestors or transfers call to the most appropriate personnel.

Performs other related duties as assigned including but not limited to:

• Serving as Co-coordinator of the agency's State Employee Charitable Campaign (SECC).

• Providing backup responsibilities for front desk coverage and VOE's.

• Serves as an additional Safety Officer for HR when in-office.
