Under the direction and supervision of the Senior Engineer, Water Resources and Manager of the Technical Evaluations unit, the Engineer, Water Resources, conducts hydrologic, hydraulic, fluid dynamics and flood risk evaluation modeling application development, calibration and verification activities for the office, division, and the department. The incumbent performs modeling and mapping technical analyses to support Technical Evaluations Unit's statewide risk assessment projects. This position works collaboratively with staff from Floodplain Management office, Hydrology and Flood Operations office (HFO), Flood Maintenance office (FMO), Division of Safety of Dams (DSOD), Federal Emergency Management Agency (FEMA), California Governor's Office of Emergency Services (CALOES), United State Army Corps of Engineers (USACE), Hydrologic Engineering Center (HEC), National Weather Service (NWS), United States Geological Survey (USGS), US Bureau of Reclamation (USBR), California Geological Survey (CGS) and other state, federal and local partners to provide flood modeling and mapping technical services.

The incumbent performs assignment related to LIDAR, topographic, hydrographic, geomorphic, hydrologic and hydraulic data collection and quality control in collaboration with DWR Division of Engineering (DOE), Department of Conservation (DOC), USGS and private sector partners. The incumbent provides assistance to flood data and tools dissemination utilizing DWR's web based Geo-spatial applications and library. The incumbent also provides climate change, H&H analyses and modeling support for Central Valley Flood Protection Plan (CVFPP) update. In addition, this incumbent provides necessary technical support to the Divisions of Flood Management, Safety of Dams, Operations and Maintenance, Engineering and/or the Public Affairs Office during Governor declared emergencies, flood, dam, State Water Project and other incidents and emergencies.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of the California watersheds, hydrologic systems, dams and reservoir systems, flood channel systems, floodplains and flood management programs are desirable. The incumbent should possess training, strong knowledge and practical experience in hydrology and hydraulics. Training in performing hydrologic and hydraulic modeling studies for flood risk evaluation and mapping, flood planning, and feasibility studies are preferred. Candidates with special skills and knowledge in ARCGIS and modeling software such as HEC-HMA, VIC, Peak FQ, HEC-RAS, HEC-RESSIM, HEC-FIA, HEC-WAT, TUFLOW, RMA2, FLO-2D, FLUENT, CFX and Flow 3D is highly desirable. Experience and knowledge with programming languages such as R, MATLAB and/or python are desirable. Candidates with excellent communication, interpersonal skills, and good coordination and partnership building skills are highly preferred.
