We are accepting applications for a Financial Analyst within the Office of Financial Management, Revenue and Recovery Team, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 11th floor, Columbus, Ohio 43215.

What You'll Do:

Under the direction of the Revenue and Recovery Financial Manager:

• Examines, &/or analyzes accounting records, financial statements, &/or other financial reports to assess accuracy, completeness, & conformance to reporting & procedural standards.

• Reviews & audits accounts receivable for outstanding revenue; analyzes Budgeted & Actual Uniform Cost Reports and Financial Statements for compliance; review agreed upon procedure and financial audit reports issued by an independent auditor for findings, monitoring agency plan of correction and resubmission; assists with agency and board fiscal reviews.

• Investigates insurance denial(s)/rejects & monitors insurance accounts receivable patient insurance claims for all regional psychiatrist hospitals; negotiates rate approval agreements with insurance companies; coordinates with Medicare billing staff to seek other payment sources; maintains charge master; posts payments in PCS as needed; resolves claims on work error reports; coordinates & monitors Medicaid functions (e.g., ensures Medicaid claims processed correctly through Quadax, serves as advisor for private psychiatric hospitals regarding Medicaid policy; prepares monthly reconciliation log to balance Billing System to OAKS; assists with contracts/agreements for reimbursement section.

• Reviews Medicare/Medicaid policies/procedures/regulations published by Centers for Medicare/ Medicaid Services (CMS) & state/federal regulations to identify/assess impact on internal policy/procedure & ensure maximum reimbursement & accord with law: reviews, analyzes, & verifies field investigations (i.e., audit reports) for eligibility information (e.g., Medicare, Medicaid, Veteran Administration Compensation, Worker's Compensation) & for patient data (e.g., financial, personal & family, medical), & obtains any necessary follow-up information; reviews/corrects/ approves Medicare claims entered into OhioMHAS Billing System & determines if further information necessary to obtain reimbursement.

• Establishes reimbursement billing for inpatient hospital & community services & follows up to ensure expeditious processing; posts payments/denials/ adjustments into database; appeals denials & participates as department representative in hearing process; initiates Social Security Disability (SSD) inquiries to determine patient benefits; advises supervisor & other management personnel & provides recommendations in event problems identified.

• Coordinates collection efforts on delinquent accounts, bankruptcies, & estate filings: participates in development of new billing information systems, provides training for hospital personnel & investigators & assists in design of documents (e.g., form letters/forms/advisories/instructions/ training materials) to obtain information & services from other agencies (e.g., Office of Attorney General, client, Social Workers, representative payees, Ohio Department of Jobs & Family Services [ODJFS]).

• Performs miscellaneous related tasks: writes adjustment orders for accounts; coordinates pre-authorizations of insurance; balances payments, posts to system, & coordinates discrepancies, using Medicare on-line system to verify & make adjustments; submits applications to Medicare to obtain data for providers requiring additional information to obtain reimbursement; performs other duties as requested.

Currently operating under a hybrid schedule. Two days in-office per week, subject to change.

Qualifications

30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.

-Or completion of undergraduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.

-Or 12 mos. exp. as Financial Associate, 66561.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
