BRIEF POSITION SUMMARY

Performs highly advanced (senior-level) financial analysis and accounting work as well as professional administrative and policy work. Work involves preparing and reviewing the annual financial reports; administering financial processes and creating procedures; reviewing, analyzing, and evaluating financial data; tracking federal reimbursements; and recommending and approving appropriate action to resolve financial and regulatory problems. Also involves developing reconciliation procedures/standards, and cross-checking between Texas Military Department's (TMD) Accounting System (Centralized Accounting Personnel Payroll System (CAPPS)) and the Uniform Statewide Accounting System (USAS) for General Ledger, Budget, Accounts Payable, and Reimbursements. Position performs various accounting-related activities, such as accounting for amounts owed and paid to TMD and billing and collection duties. Reports to the OSA Chief Financial Officer. May supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Serves as subject matter expert pertaining to the cash flow for reimbursements to the agency.
  • Oversees the development and implementation of effective techniques for evaluating the cash flow for federally reimbursed programs as well as documenting all processes in a detailed manner.
  • Assesses and fully documents reconciliation findings and completes appropriate functions to rectify reconciliation issues.
  • Utilizes accounting systems such as USAS and CAPPS to analyze, review, and reconcile data; reviews ad hoc reports using FMQuery - SIRS for accuracy and reconciliation of cash flow.
  • Provides interpretation on technical questions of financial and regulatory compliance with applicable state and federal statutes and regulations.
  • Oversees the administration of financial processes and systems developed to oversee financial or regulated entities.
  • Ensures reliability and accuracy of Department's accounting data and confirms compliance with Generally Accepted Accounting Principles (GAAP) and various federal and state laws and regulations.
  • Develops or produces complex reports for monitoring and reporting agency financial information.
  • Processes summary journal vouchers for funding and expenditure adjustments.
  • Analyzes and recommends improvements, adaptations, or revisions to business processes to increase efficiency.
  • Coordinatesthe preparation of budgets and financial reports to provide management with expenditure data, trends, and recommendations. Informs management of budget deviations, problems, and events likely to affect operations.
  • Answers inquiries from other out-of-agency personnel regarding departmental financial transactions.
  • Codes, enters, and processes data into the CAPPs or other automated accounting systems; accesses interconnected state computer accounting systems to track status of financial payment documents.
  • Communicates with department staff to clarify information and/or to resolve discrepancies in required documentation.
  • Coordinateswith the Comptroller's office to reconcile accounting discrepancies.
  • Investigates and reconciles complex accounting discrepancies.
  • Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include evenings, holidays, and weekends.
  • Perform other duties as assigned.


WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week



Qualifications:

MINIMUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required. (Substitution Allowed)


PREFERRED EDUCATION:

• Graduation from an accredited four-year college or university with major coursework in Accounting, Business Administration, Finance, Economics, or a related field is generally preferred.

SUBSTITUTION:

• Additional years of experience in financial analysis, fiscal monitoring, economics, or relevant financial oversight activities may substitute for the required education on a year-for-year basis for up to four years.

EXPERIENCE:

  • Five years of experience performing budget analysis, financial planning, auditing and fiscal impact analysis is required.
  • Experience using Microsoft Office Software including Outlook, Word and Excel is required.


PREFERRED EXPERIENCE:

  • Experience working with CAPPS Financials and/or PeopleSoft modules is preferred.
  • Experience working with Microsoft Power BI or Tableau is preferred.
  • Experience with budget and general ledger or financial reconciliations is preferred.
  • Experience analyzing and designing complex formulas and spreadsheets is preferred.
  • Experience creating training materials is preferred.


REGISTRATION, CERTIFICATION OR LICENSURE:

  • A valid driver's license is required. The ability to obtain a Texas Driver's License will be required within the first 30 days of employment. Satisfactory driving records are required for operating state or personal vehicles to conduct agency business.


OTHER REQUIREMENTS:

PHYSICAL/WORKING CONDITIONS

Work is typically in a sedentary office setting, spending more than 80% of the time sitting at a desk operating a computer and telephone. May lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds. Requires approximately 10% travel.
