BRIEF POSITION SUMMARY

Performs complex (journey-level) project management work for the Construction and Facilities Management Office Directorate (CFMO). Work involves coordinating the planning, initiation, and delivery of construction and repair projects; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Serves as a Project Team Lead and plans, assigns, and supervises the work of the project team. Reports to the Project Management Group Supervisor and Design and Project Management Branch Chief. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Develops, manages, oversees, and evaluates projects using accepted project management methodologies.
  • Coordinates project activities with other state agencies, government jurisdictions or private sector partners and contractors.
  • Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments.
  • Develops project budgets, schedules, work plans, resource requirements, cost estimates, and projections.
  • Reviews and recommends proposals and bids to management.
  • Monitors and manages project cost to ensure project is completed within budget.
  • Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications.
  • Monitors and manages project timelines to ensure project schedule is met.
  • Identifies potential project risks and difficulties. Develops strategies to mitigate or avoid them.
  • Communicates and explains project methodology and processes to stakeholders, interested groups, and/or team members.
  • Compiles and distributes project information, project status reports, and project budget expenditures.
  • Identifies and makes recommendations for process improvements.
  • Plans, assigns, and supervises the work of the project team members.
  • May be required to perform duty in support of national emergencies, disasters, and other requests to include holidays, evenings, and weekends.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.
  • Performs related work as assigned.




Qualifications:

MINIMUM QUALIFICATION

EDUCATION:

  • Graduation from an accredited four-year college or university is required. (See substitutions below.)


PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major course work in engineering, architecture, construction management, business management, or related degree is preferred.


EXPERIENCE:

  • Seven (7) years of experience in project management of facilities construction projects or related work is required.
  • Experience with Microsoft Office applications, including Word, Outlook, and Excel is required.
  • Experience in interpreting construction drawings is required.
  • Experience with project management software is required.
  • Experience with project scheduling software is required.


PREFERRED EXPERIENCE:

  • Experience in construction cost estimating is preferred.
  • Experience with Microsoft 365 and SharePoint applications is preferred.
  • Experience with Microsoft Project scheduling software is preferred.


SUBSTITUTION:

  • Advanced degree with major coursework in engineering, architecture, construction management, business management, or related field may substitute for experience on a year-for-year basis up to two (2) years.
  • Additional full-time work experience, in excess of the minimum requirements, in project management of facilities construction projects may be substituted for the educational requirement on a year-per-year basis.


REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
  • Certification as a Project Management Professional (PMP) by the Project Management Institute or Certified Construction Manager (CCM) by the Construction Management Association of America is required.
  • OSHA 10-Hour Safety Certification is preferred at the time of hire or it must be obtained within 120 days of employment.


OTHER REQUIREMENTS:

  • Must be able to obtain a federal Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting involving sitting, standing, and walking to perform job duties. This position requires traveling up to 50% of the time, depending on project location. Work on project sites includes climbing ladders, taking photos, attending meetings, navigating construction work-in-progress, adhering to safety policies, and wearing Personal Protective Equipment (PPE). Work requires extensive use of a personal computer and telephone. Periodically lifts, moves, carries and sets up field equipment and materials that weigh up to 25 pounds.
